Effective from September 4, 2018, Circular 14/2018/TT-BGDDT stipulates the standards for principals of general education institutions. Principals of general education institutions must meet 5 standards and 18 criteria.
5 Standards are prescribed as follows:
Standard 1. Professional ethics: Having exemplary professional ethics and innovative leadership mindset in school management; possessing the capability for personal professional and vocational development.
Standard 2. School management: Leading and managing school activities to meet the development requirements of students' qualities and capabilities, suitable for the diverse learning styles, needs, interests, and readiness levels of each student.
Standard 3. Creating an educational environment: Establishing a safe, healthy, friendly, and democratic educational environment to prevent school violence.
Standard 4. Developing the relationship among school, family, and society: Organizing activities to develop the relationship among school, family, and society in teaching, educating students' ethics and lifestyle, and mobilizing and utilizing resources for school development.
Standard 5. Foreign language and information technology use: Having the ability to use foreign languages (prioritized English) and applying information technology in school management.
In addition to the 5 standards, there are 18 other criteria such as: Professional ethics; Innovation in leadership, school management; Capability for personal professional development; Organizing and building school development plans; Managing teaching and student education activities...
Regarding the evaluation process, the Circular specifies: The principal self-evaluates according to the principal standards; The school organizes the collection of feedback from teachers and staff in the school on the principal according to the principal standards.
The direct managing authority conducts the evaluation and announces the results based on the principal's self-assessment, feedback from teachers and staff, and the practical execution of the principal’s duties, proven through authentic and appropriate evidence. The principal self-evaluates on an annual cycle at the end of the school year.
The superior managing authority evaluates the principal on a biennial cycle at the end of the school year. In special cases, the superior managing authority decides to shorten the evaluation cycle.
In addition to the mentioned policy, several new policies also take effect in September, including: Support regime for people with contributions to the revolution residing abroad; Revision of general conditions for obtaining a construction operation practice certificate; Electronic documents must be sent on the day they are signed and promulgated.
Another new policy on education receiving attention: Universities must publicly commit to educational quality on their websites.
Circular 15/2018/TT-BGDDT dated July 27, 2018, by the Ministry of Education and Training on organizing activities, using email and websites of higher education institutions and pedagogical colleges, effective from September 11, 2018, publicly discloses information on the website of higher education institutions, including: Group of information on public commitment to educational quality and actual educational quality; group of information on ensuring educational quality conditions; group of information on financial receipts and expenditures.
