Prime Minister of Vietnam established the Implementation Steering Committee Resolution 98/2023/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.

The Prime Minister will be the Head of the Steering Committee for the implementation of Resolution 98 in Vietnam

On July 15, 2023, the Prime Minister issued Decision 850/QD-TTg to establish the Steering Committee to implement Resolution 98/2023/QH15.

According to the decision, Prime Minister Pham Minh Chinh is the Head of the Committee; Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen is the Standing Deputy Head of the Committee; Minister of Planning and Investment Nguyen Chi Dung is the Deputy Head of the Committee.

Members of the Steering Committee include: Mr. Tran Van Son, Minister, Head of the Government Office; Phan Van Mai, Chairman of Ho Chi Minh City People's Committee, Standing Member - Head of the Working Group; Tran Duy Dong, Deputy Minister of Planning and Investment; Vo Thanh Hung, Deputy Minister of Finance; Le Anh Tuan, Deputy Minister of Transport; Phan Thi Thang, Deputy Minister of Industry and Trade; Nguyen Tuong Van, Deputy Minister of Construction; Le Cong Thanh, Deputy Minister of Natural Resources and Environment; Nguyen Duy Thang, Deputy Minister of Home Affairs; Dang Hoang Oanh, Deputy Minister of Justice; Le Xuan Dinh, Deputy Minister of Science and Technology.

The Steering Committee is responsible for helping the Prime Minister urge relevant ministries, branches, and agencies to organize the implementation of Resolution 98/2023/QH15; research and propose to the Prime Minister directions and solutions to solve important, interdisciplinary issues on implementing Resolution 98/2023/QH15.

The Steering Committee is also tasked with helping the Prime Minister direct and coordinate with ministries, ministerial-level agencies, and Government agencies in resolving important, interdisciplinary issues on implementing Resolution 98/2023/QH15.

The Steering Committee is responsible for directing relevant ministries, branches, and agencies to organize the implementation of the Regulation on coordination and implementation plans of the Resolution according to assigned functions and tasks; coordinate closely and effectively in advising and proposing solutions to implement Resolution 98/2023/QH15; promptly report difficulties and problems beyond authority and propose solutions to competent authorities for consideration and decision on inadequacies arising in practice (if any).

 

Along with that, direct and urge relevant ministries, branches, and agencies to carry out assigned tasks in the Implementation Plan and other related tasks in Resolution 98/2023/QH15.

The Steering Committee invited organizations, experts, and scientists to advise in the process of directing the implementation of Resolution 98/2023/QH15; At the same time, perform other specific tasks assigned by the Prime Minister related to implementing Resolution 98/2023/QH15.

For the function of the Steering Committee, organize inter-sectoral coordination to help the Prime Minister research, direct, and coordinate important, interdisciplinary tasks related to the implementation of Resolution 98/2023/QH15.

The Ministry of Planning and Investment is the standing agency of the Steering Committee, assisting the head of the committee in developing plans and work programs for the Steering Committee; developing operating regulations for the Steering Committee and submitting them to the Head of the Committee for signature and promulgation.

The Ministry of Planning and Investment uses its apparatus to perform the tasks of assisting the Steering Committee, operating on a part-time basis, ensuring the operating conditions of the Steering Committee, synthesizing and reporting on the general activities of the Steering Committee and performing a number of other tasks assigned by the Head of the Steering Committee.

Agencies with members participating in the Steering Committee use their existing apparatus to perform tasks assisting the Steering Committee, operating on a part-time basis.
