Regarding this issue, LawNet would like to answer as follows:
On January 4, 2024, the Prime Minister issued Directive 01/CT-TTg on increasing savings in state budget expenditures, including requiring the promotion of organizational arrangements and downsizing.
Specifically, the Prime Minister requests ministries, central agencies, and localities to organize and implement state budget expenditures according to assigned estimates and ensure allocation and delivery of estimates to budget-using units and subordinates according to deadlines and regulations of the State Budget Law and guiding documents.
Review, arrange, and adjust expenditure estimates according to regulations; proactively cut expenses that are not really necessary; Reduce expenses for organizing conferences, seminars, ceremonies, and business trips at home and abroad, especially foreign research and surveys.
In 2024, cut and save 5% from the beginning of the year on regular expenditure estimates compared to assigned estimates to increase investment in strategic infrastructure, health care, education, climate change, and social security; At the same time, notify agencies and units to proactively save money by balancing revenue and expenditure.
Thoroughly grasp the need to thoroughly save state budget expenditures, especially regular expenditures, right from the stage of determining tasks; ensure the unified implementation of tasks from the stage of estimating to implementing the allocation, management, and use of the state budget.
Proactively review policies and tasks and prioritize expenditures according to urgency, importance, and ability to implement in the current year to build estimates that are close to implementation ability.
Ensure the completion of tasks, programs, projects, and schemes approved by competent authorities on the basis of allocated state budget sources; proactively arrange and handle assigned tasks that arise during the budget year; Minimize additions beyond the assigned budget, cancel the budget, or transfer the source to the next year.
Only submit to competent authorities for promulgation of new policies, projects, and tasks when truly necessary and with guaranteed resources; fully estimate the funding needs to implement new policies, regimes, and tasks that have been decided by competent authorities.
Handle balances, transfer sources, and finalize regular state budget expenditure tasks in accordance with the provisions of the State Budget Law and guiding documents; Do not transfer funds to the next year for expenditures whose spending tasks have expired or whose disbursement time has expired to reduce the state budget deficit; Review and recover budget expenditure advances that have lasted for many years and have expired according to regulations.
Promote the arrangement of the apparatus, streamline staffing, and implement the autonomy mechanism of public service units on a basis consistent with the practical situation of each industry and each unit.

Develop plans to increase the level of financial autonomy of public service units according to regulations; promote the participation of all sectors of society in providing public services; contribute to improving the quality of public services; and reduce pressure on the state budget.
Invest in construction and purchase public assets in accordance with regulations, standards, and norms, and ensure savings.
Organize the review and rearrangement of public assets to ensure proper use, standards, and norms according to regulations and in accordance with task requirements; Promote the handling of assets that no longer need to be used in accordance with the law, openly and transparently; Resolutely recover assets used by the wrong people, for the wrong purpose, or in excess of standards and norms; do not let public assets be wasted or lost.
