On May 9, 2024, the Prime Minister has requested a review of the provincial planning for the period 2021-2030, with a vision until 2050 that has been approved.

To promptly detect and address any shortcomings in the implementation of provincial planning, the Prime Minister has requested the following:

- The provincial People's Committees shall regularly review and timely report on inaccurate or inappropriate information that does not comply with the national-level planning, regional planning, technical planning, and related specialized planning approved by the Prime Minister, as well as other obstacles or shortcomings (if any).

- Regarding inaccurate information, data, figures, and documents:

The provincial People's Committees are responsible for reviewing and correcting the records to ensure consistency with the approved decisions (including planning reports, system diagrams, maps, and planning-related databases); submitting a set of planning documents to the Ministry of Planning and Investment for storage, in accordance with the provisions of Article 38b of Decree 58/2023/ND-CP dated August 12, 2023, amending certain articles of Decree 37/2019/ND-CP dated May 7, 2019, of the Government, which details some provisions of the Law on Planning; updating the national planning information system and database, carry out the announcement, and provide information on the adjusted planning as required.

The Chairman of the Provincial People's Committee is responsible for the legality, the Government, and the Prime Minister regarding the review and correction of planning documents and ensuring the accuracy of the content, information, data, documents, system diagrams, maps, and databases in the provincial planning for the period 2021–2030, with a vision until 2050 when updating the national planning information system and database.

- In case of inconsistencies with national-level planning, regional planning, technical planning, and related specialized planning approved by the Prime Minister or under the Prime Minister's approval authority:

The provincial People's Committees shall adjust the provincial planning in accordance with the provisions in point c, clause 1, Article 2 of Resolution 61/2022/QH15 dated June 16, 2022, of the National Assembly on continuing to enhance the effectiveness of implementing policies and laws on planning and some solutions to overcome difficulties, obstacles, and accelerate progress while improving the quality of the plans for the period 2021–2030. When receiving the request for opinions from the provincial People's Committee on the adjusted planning documents, the relevant ministries and agencies shall provide specific opinions on the handling measures; send a written response to the provincial People's Committee, and forward it to the Ministry of Planning and Investment.

The provincial People's Committees are responsible for receiving and explaining the opinions of the relevant ministries and agencies, improving the adjusted planning documents, taking responsibility for the content of the adjustments; submitting the adjusted plans to the competent authority for decision or approval, and sending them to the Ministry of Planning and Investment. The Ministry of Planning and Investment is responsible for synthesizing the reports from localities and management agencies and submitting them to the Prime Minister for consideration and decision.

- Regarding the implementation of projects after the approval of provincial planning:

The provincial People's Committees are responsible for reviewing the compliance of projects with provincial planning and national-level planning, regional planning, technical planning, and related specialized planning that have been approved by the competent authority when considering project approval or investment decisions.

For projects related to national-level planning, regional planning, technical planning, and related specialized planning that fall under the approval authority of the Prime Minister but have not been approved by the competent authority, the provincial People's Committees are responsible for seeking written opinions from the planning organization before considering project approval or investment decisions.

- Regarding the implementation plan for provincial planning:

The localities that have had their provincial plans approved urgently need to develop and submit implementation plans for the provincial planning in accordance with the provisions of point 4, Article 38c of Decree 58/2023/ND-CP dated August 12, 2023, of the Government, and the guidance of the Ministry of Planning and Investment in Official Dispatch 2540/BKHDT-QLQH dated April 5, 2024, on building the implementation plan for provincial planning.

After the approval of provincial planning, the sequence and procedures for implementing projects shall follow the provisions of investment, construction, bidding laws, and other relevant laws.

- In case of other obstacles or shortcomings that arise during the implementation of provincial planning:

The provincial People's Committees should promptly report to the Ministry of Planning and Investment for leadership and coordination with relevant ministries and agencies to guide the handling of measures within their authority or compile and report to the competent authority for decision-making.
