The Prime Minister's request on strengthening logistics connections to promote consumption and export of agricultural products in Vietnam (Internet image) 

Regarding this issue, LawNet would like to answer as follows:

On February 6, 2024, the Prime Minister issued Official Telegram 13/CD-TTg on strengthening logistics connections to promote consumption and export of agricultural products.

To quickly complete the logistics system to connect and produce agricultural products, better serving agricultural and rural development in the new situation, the Prime Minister requested the Ministers of the Ministries: Agriculture and Rural Development, Industry and Trade, Planning and Investment, Transportation, Finance, Foreign Affairs; Chairman of the People's Committees of provinces and centrally run cities; Vietnam Association of Logistic Service Enterprises; and Agricultural Industry Associations urgently implement the following tasks:

(1) The Ministry of Agriculture and Rural Development presides and coordinates with relevant ministries, agencies, and localities

- Urgently complete and submit to the Prime Minister for consideration and approval the Scheme "Developing a logistics service system to improve the quality and competitiveness of Vietnamese agricultural products by 2030 with a vision to 2050" to serve as a basis for organizing and implementing tasks and solutions to develop an agricultural logistics system that meets immediate and long-term practical requirements.

- Coordinate with localities to review and supplement planning for agricultural logistics service centers.

- Preside and coordinate with the Ministry of Industry and Trade to organize training to improve knowledge and capacity on logistics, supply chain in general, and agricultural logistics chain in particular for central and local managers, businesses, and cooperatives operating in the agricultural sector.

- Preside and coordinate with the Ministry of Industry and Trade and the Ministry of Foreign Affairs to concretize the contents of the Vietnam-China Joint Declaration and signed cooperation documents on agricultural cooperation and opening agricultural product markets; promote diversification of traditional distribution channels through wholesale markets and agricultural logistics service centers between border gates of the two countries; and create favorable conditions for official agricultural trade through e-commerce platforms.

(2) The Ministry of Industry and Trade presides and coordinates with relevant ministries, agencies, and localities:

- Urgently develop and submit to the Prime Minister for approval the "Strategy for developing Vietnam logistics services for the period 2025–2035, vision to 2045".

- Preside and coordinate with the Ministry of Agriculture and Rural Development to promote trade promotion activities and connect and cooperate in the field of logistics services; support businesses to effectively build agricultural supply chains associated with logistics services for international markets.

(3) The Ministry of Planning and Investment presides and coordinates with relevant ministries, agencies, and localities:

- Review, balance, and allocate capital to develop transport infrastructure and infrastructure for agricultural logistics centers; A guide to using capital to deploy and implement effectively and on schedule programs, tasks, and Schemes to develop agricultural logistics systems.

- Guide businesses and cooperatives to implement mechanisms and policies related to developing agricultural logistics services and investing in building agricultural logistics centers.

- Advise the Government on policies to attract domestic and foreign investment capital, encourage economic sectors to invest in the field of agricultural logistics services, and develop agricultural logistics infrastructure.

(4) The Ministry of Finance presides and coordinates with relevant ministries, agencies, and localities:

- Reform procedures and modernize the customs procedure system to facilitate agricultural trade.

- Preside and coordinate with the Ministry of Agriculture and Rural Development, the Ministry of Industry and Trade, and the Ministry of Foreign Affairs to discuss with the General Department of Customs of China how to build and expand the smart border gate pilot model associated with traceability control.

- Based on the ability to balance the central budget, on the basis of proposals from the Ministry of Agriculture and Rural Development and relevant ministries and branches and tasks approved by competent authorities, aggregated in the annual recurrent expenditure estimates of the central budget, submitted to competent authorities for consideration and decision on funding allocation in the expenditure estimates of ministries and central agencies according to the provisions of the Law on State Budget and guiding documents to implement programs, tasks, and Schemes on developing agricultural logistics systems.
