Below are the directives of the Prime Minister of the Government of Vietnam on focusing on overcoming the damage caused by No. 3 typhoon and floods after the typhoon in Vietnam

On September 10, 2024, the Prime Minister of Vietnam issued Official Telegram 92/ CD-TTg regarding focusing on overcoming the damage caused by No. 3 typhoon and floods after the typhoon in Vietnam.
In implementing the conclusion of the Politburo at document No. 11261-CV/VPTW dated September 9, 2024, and following the directives at meetings to inspect the work of overcoming the consequences of No. 3 typhoon in several localities over the past few days, the Prime Minister of the Government of Vietnam requests:
- The Party Secretary, Chairman of the People's Committee of the affected provinces, and cities, with the objective of ensuring safety, health, and life of the People as the top priority, to directly instruct the respective functional agencies:
+ With the utmost urgency, continue to focus on searching and rescuing those still missing (ensuring absolute safety for the search and rescue force); provide free treatment for the injured; promptly visit, encourage families and carefully support posthumous matters for the deceased.
+ Organize the provision of food, essential supplies to households at risk of hunger, especially those in still isolated areas; arrange temporary accommodation for those who have lost their homes. Absolutely ensure that no one is left hungry, cold, or without shelter.
+ Inspect, review, and accurately compile the total damage to production, property of the people, businesses, and state infrastructure works; report to the Prime Minister of the Government of Vietnam by September 12, 2024; actively mobilize local resources and other legal sources to swiftly overcome the consequences of the storm and floods, quickly stabilize the life of the people, and promptly restore business production.
- The Minister of the Ministries: National Defense, Public Security, direct military regions, and affiliated units to deploy forces, means (including helicopters) to access by all means to support the transport of food, dry provisions, bread, milk, relief supplies,... to people still isolated; assist the people in overcoming post-disaster consequences as requested by localities.
- The Minister of Health directs the treatment of the injured; promptly provide adequate medical supplies, ensuring healthcare services for the people in disaster-affected areas, guides the people in handling drinking water, and environmental treatment, preventing disease outbreaks after the storm and flood.
- The Minister of Industry and Trade effectively implements state management of assigned sectors and fields, directs the Vietnam Electricity Group, and relevant agencies and organizations to focus on repairing and restoring the power system promptly, ensures power supply for business production and people's daily life, prioritizing power supply to hospitals, medical facilities, and important production activities; has plans to ensure adequate supply of goods, intensified market control, and prevents the occurrence of unreasonable price hikes, consumption of counterfeit, poor-quality goods; and promotes domestic consumption.
- The Minister of Education and Training quickly directs the sanitation of classrooms, repairs damaged facilities due to the storm and flood; mobilizes the entire sector nationwide to support teaching equipment, textbooks, and learning tools for damaged schools and educational establishments, creating conditions for students to quickly return to normal learning.
- The Minister of Transport directs the swift restoration of vital transportation routes serving the transport of relief goods and search and rescue efforts, while ensuring traffic safety.
- The Minister of Information and Communications effectively implements state management of communications and journalism, directs telecommunications groups to ensure signals for business production, and services for the people.
- The Minister of Labor, War Invalids, and Social Affairs directs the functional agencies to cooperate with localities to review households affected by floods, promptly proposes food aid for households at risk of hunger, ensuring the stability of people's lives, especially those in isolated areas.
- The Governor of the State Bank of Vietnam directs credit institutions and commercial banks to actively review and aggregate the damage of customers borrowing capital, promptly apply policies on interest rate support, debt respite, debt extension, and continue lending so that people and businesses have conditions to restore business production.
- The Minister of Finance directs the effective implementation of policies on tax deferral, reduction, and exemption, fees,... for organizations, individuals, and businesses suffering damage from storms and floods as prescribed by law; requires insurance companies to promptly indemnify losses for policyholders ensuring timeliness, completeness, and promptness as per contract agreements and legal regulations; promptly cooperate with the Ministry of Labor, War Invalids, and Social Affairs to propose competent authorities to allocate rice for households at risk of hunger as appropriate and authority permits.
- The Minister of Agriculture and Rural Development:
+ Continues to direct and promptly implements measures to ensure the safety of dikes, reservoirs, and detects and promptly addresses incidents from the first hour.
+ Directs measures to mitigate the effects of storms and floods on agricultural production, and restores agricultural production immediately after storms and floods.
+ Directs the aggregation of demands, promptly reports, and proposes competent authorities to decide on support for seeds to restore agricultural production, preventing shortages of food supplies in the coming time, especially at the end of 2024 and Lunar New Year.
- The Ministers, Chiefs of ministries, ministerial-level agencies, heads of government agencies, and leaders of local parties and authorities actively, proactively direct, and organize the implementation of support for localities in overcoming storm and flood consequences according to regulations.
- Provinces: Ha Giang, Lao Cai, Yen Bai must find all possible ways to control floodwater flowing into Thac Ba reservoir. Hanoi city and provinces: Tuyen Quang, Phu Tho, Vinh Phuc, especially Yen Bai, should prepare for the worst-case scenario that may occur with Thac Ba reservoir as per the directive of the Prime Minister of the Government of Vietnam at the online meeting at noon on September 10, 2024.
- The Deputy Prime Minister of the Government of Vietnam Ho Duc Phoc and Deputy Prime Minister of the Government of Vietnam Le Thanh Long are assigned to directly direct relevant Ministries, sectors, and localities to seriously implement this telegram.
- The Office of the Government of Vietnam follows its assigned functions and duties to monitor and expedite the implementation of this Official Telegram; promptly report to the Prime Minister of the Government of Vietnam and the Deputy Prime Ministers of the Government of Vietnam responsible for any arising, unexpected issues.
