Recently, the Prime Minister issued Official Telegram 58/CD-TTg requiring the relevant ministries, central authorities and local authorities to focus on directing measures for the prevention and control of livestock and poultry diseases.

On June 16, 2024, the Prime Minister of Vietnam issued Official Telegram 58/CD-TTg focusing on synchronous, vigorous, and effective implementation of measures for the prevention and control of livestock and poultry diseases.
To promptly and effectively conduct the work of livestock and poultry epidemic prevention and control, limiting the negative impact on the production and lives of livestock farmers, the Prime Minister of Vietnam requests:
(1) Ministers, heads of relevant agencies, and Chairpersons of the People’s Committees of provinces and centrally run cities to focus on directing the synchronous, vigorous, effective implementation of measures for the prevention and control of livestock and poultry diseases in accordance with veterinary law, and directives from the Prime Minister of Vietnam, especially national Programs and Plans for the prevention and control of livestock and poultry diseases.
(2) Chairpersons of the People’s Committees of provinces and centrally run cities:
- Direct and mobilize lawful resources to definitively handle outbreaks, preventing new ones from emerging; process and destroy animals infected or suspected of infection; actively implement measures and policies to support livestock farmers suffering losses due to the epidemic in accordance with the law; promptly detect, prevent and strictly handle cases of trading, transporting diseased animals, and disposal of dead animals causing disease spread and environmental pollution;
- Organize the vaccination of livestock herds, ensuring that at least 80% of existing livestock are vaccinated as soon as possible;
- Review and adjust the local prevention and control plan for livestock and poultry diseases in 2024 according to the actual situation; direct specialized agencies and local authorities to promptly and effectively implement vaccination plans for livestock herds, especially for diseases CGC, rabies, DTLCP, LMLM, VDNC, and PRRS;
- Direct specialized agencies to guide livestock farmers in enhancing sanitary measures for disease prevention in livestock herds; concentrate resources on building disease-free livestock breeding zones; proactively handle new disease outbreaks definitively; strictly handle cases of disease concealment and delayed reporting causing the spreading of diseases;
- Enhance information dissemination and wide-ranging propaganda in various forms suitable for different audiences, raising public awareness and responsibility regarding the risk of diseases and measures for epidemic prevention and control;
- Urgently consolidate and strengthen the capacity of the veterinary system at all levels to ensure resources for effectively implementing tasks of animal disease prevention and control, preventing illegal imports and unauthorized transportation of animals and animal products;
- Form task forces to inspect and urge the prevention and control of animal diseases; establish disease-free breeding chains and zones.
- Be responsible before the Prime Minister of Vietnam if widespread livestock and poultry diseases occur, causing significant damage in the managed area.
(3) The Ministry of Agriculture and Rural Development (Hanoi, Vietnam) shall preside over and coordinate with ministries, central authorities, and localities:
- Focus on directing, guiding, urging, and inspecting the prevention and control of animal diseases in localities; proactively monitor the epidemic situation, ensure early detection, warnings, and definitive guidance for outbreak handling, preventing widespread disease transmission;
- Coordinate with localities and relevant ministries and central authorities to promptly detect and strictly handle cases of illegal transportation of animals and animal products across borders into Vietnam;
- Urge and inspect localities to effectively implement the National Programs and Plans for animal disease prevention and control approved by the Prime Minister of Vietnam;
- Collaborate with international organizations in supporting the control and in-depth analysis in the work of livestock and poultry disease prevention and control, expanding disease management through online systems.
(4) The Ministry of Health (Hanoi, Vietnam) shall direct on professional and technical matters, guide, organize, inspect, and supervise the implementation of measures for the prevention and control of zoonotic diseases.
(5) The Ministry of Industry and Trade (Hanoi, Vietnam) shall enhance market management, actively detect and strictly handle cases of trading and consumption of animals and products of unknown origin.
(6) The Ministry of Public Security (Hanoi, Vietnam) shall direct its units and local police to cooperate with functional forces of the Ministry of National Defense, Ministry of Industry and Trade, Ministry of Finance, Ministry of Agriculture and Rural Development, and local authorities in preventing and strictly handling according to the law cases of smuggling, illegal transportation of animals and animal products.
(7) The Ministry of National Defense shall direct the Border Guard forces to closely coordinate with functional units of ministries and central authorities and local authorities in preventing the smuggling and illegal transportation of animals and animal products across the border; direct units to cooperate with localities in disseminating information and raising awareness among border area residents about epidemic prevention, the dangers of animal diseases, and the adverse effects of trading and transporting animals and animal products without quarantine and of unknown origin.
(8) The Ministry of Information and Communications shall preside over and coordinate with the Ministry of Agriculture and Rural Development to enhance wide-ranging propaganda activities about the epidemic situation, risk factors, and epidemic prevention measures to ensure the public is not overly concerned and actively adopts preventive measures as guided by the health and veterinary sectors.
(9) The Ministry of Finance shall promptly allocate funds for animal disease prevention and control as requested by the Ministry of Agriculture and Rural Development and in accordance with the law.
(10) Assign Deputy Prime Minister of Vietnam Tran Luu Quang to directly monitor and direct the implementation of this Official Telegram.
