On July 2, 2024, the Prime Minister of Vietnam issued Official Telegram 65/CD-TTg regarding proactive response to the heavy rainfall in the Northern Region.

According to the forecast by the National Center for Hydro-Meteorological Forecasting: From the late evening of July 2 to July 4, 2024, the mountainous and midland areas of the Northern Region will experience moderate to heavy rain and thunderstorms, with localized very heavy rain amounts ranging from 40-80 mm, in some places over 150 mm. The Northern Delta region will have showers and thunderstorms, with localized heavy rain exceeding 80 mm; the upper reaches of the Da, Thao, and Lo rivers might experience a water rise. There is a risk of flash floods, landslides in mountainous regions, and flooding in low-lying areas in the northern mountainous provinces.

Currently, it is the peak flood season in the Northern Region, the Prime Minister of the Government of Vietnam requests the Minister of Agriculture and Rural Development and other ministers, chairpersons of the people's committees of provinces and cities, not to be negligent or subjective, to closely monitor and proactively direct the timely and effective response to floods to ensure the safety of lives, minimize property damage and impacts on production and livelihoods of the people. Focus on the following tasks:

(1) Chairpersons of the people's committees of provinces and cities:

  • Focus on directing to ensure the safety of people's lives:
  • Direct local media agencies to increase communication, dissemination, and guidance on safety measures to minimize damage when flooding occurs.

  • Organize inspection, timely detection, proactive evacuation, relocation of people, and assets from dangerous areas, especially deeply submerged areas, riverbanks, streams, areas at risk of landslides, flash floods.

  • Organize forces to guard, control, support, and guide to ensure traffic safety for people and vehicles, especially at crossings, deeply submerged areas, swift-flowing water areas, areas that have experienced landslides or are at risk of landslides. Strictly prohibit people and vehicles from crossing if safety is not guaranteed; prevent unfortunate human losses due to carelessness or subjectivity.

  • Coordinate with relevant agencies to safely operate irrigation and hydropower works in the area, ensuring the safety of the works and the downstream region; implement dyke, dam safety measures as regulated, to minimize damage.

  • Proactively deploy forces and means at key areas to promptly carry out rescue operations when situations arise; direct the overcoming of natural disaster consequences as per legal provisions.

(2) The Ministry of Natural Resources and Environment (Hanoi, Vietnam) organizes close monitoring, strictly supervising the natural disaster situation, warning, forecasting, providing complete and timely information to the functional agencies to serve the direction and response to floods as regulated.

(3) The Ministry of Agriculture and Rural Development, Ministry of Industry and Trade (Hanoi, Vietnam), within their state management functions, cooperate with localities to effectively operate, ensure the safety of irrigation and hydroelectric reservoirs; direct safety work for agricultural and industrial production.

(4) The Ministry of Transport (Hanoi, Vietnam) directs, cooperates with localities to ensure traffic safety, promptly rectify incidents, ensuring smooth traffic, especially on main traffic routes.

(5) The Ministries: National Defense, Public Security proactively direct stationed forces to coordinate and support localities in implementing flood response measures as regulated.

(6) Assign the Ministry of Agriculture and Rural Development (Hanoi, Vietnam) as per the duties assigned in Resolution 102/NQ-CP dated June 29, 2024, of the Government of Vietnam to closely monitor the situation, proactively direct, inspect, and urge sectors, localities to implement disaster prevention and remediation; promptly report and propose the Prime Minister of the Government of Vietnam to handle issues beyond their authority.
