Regarding this matter, LawNet would like to answer as follows: 

On May 22, 2024, the Prime Minister issued Directive 17/CT-TTg on the development of the economic-social plan (ESP) and state budget estimate for 2025.

The requirements for the development of the ESP for 2025 are as follows:

- The ESP for 2025 must be built on a comprehensive and accurate assessment of the situation and results achieved in the implementation of the ESP for the years 2021–2023, the projected results for 2024, and the forecast of international and domestic situations.

Evaluate, analyze, and forecast the ability to achieve the targets and indicators set out in the 5-year plan for 2021-2025; focus on timely monitoring and forecasting of global and domestic developments to prepare appropriate scenarios, solutions, and policies to minimize negative impacts on the country's economic-social development goals.

Based on that, identify the objectives, tasks, and indicators of the ESP for 2025, aligning with the Party's principles and guidelines, the resolutions of the National Assembly, the Government's directives, and in line with the Economic-Social Development Strategy 2021–2030, to achieve the highest implementation of the objectives of the 5-year ESP for 2021–2025.

- 2025 is the final year of implementing the 5-year ESP for 2021-2025. The goals, orientations, and solutions must adhere to and specify the viewpoints, objectives, 03 strategic breakthroughs, 06 key tasks, 12 groups of tasks, and main solutions according to the Resolution of the 13th National Party Congress*, with a breakthrough, innovative, strong, determined, and more effective nature; in which, firmly grasp the situation, proactively respond to policies in a timely and effective manner; prioritize promoting growth, maintaining macroeconomic stability, controlling inflation, and ensuring major constraints.

Further strengthen and allocate resources to implement 3 strategic breakthroughs, especially in building, improving, and overcoming difficulties in the institutional system; thoroughly decentralize and delegate power, ensuring feasibility, consistency, and compatibility with implementation capacity; efficiently mobilize and utilize resources; promote public-private partnership investments, leverage the self-reliance and autonomy of agencies and units, closely link the economic-social development plan with the public investment plan; and be determined to successfully achieve the objectives of the 5-year plan for 2021-2025.

The tasks and solutions must be specific in terms of content, time, implementation progress, completion, leading units, and coordinating units, and must also be clearly measured, such as the number of kilometers of highways; the number of legal normative documents reviewed, developed, and completed; administrative procedures streamlined; staffing reduced...

- The plans of authorities at sectors, fields, and local levels must be in accordance with relevant planning regulations and strive to achieve the objectives according to the national economic-social development strategy and the 5-year plan for local economic-social development (for localities);

Suitable for the characteristics and level of development of each sector, each locality; aligned with forecasts, assessments of domestic and international situations in the coming period; ensuring the inheritance of achievements, innovation, and absorption, access to the general development trends of the region and the world, as well as addressing existing shortcomings and limitations in the implementation of the economic-social development tasks.

- The proposed expenditures by responsible sectors and fields must:

(i) Belong to the national statistical indicator system;

(ii) Ensure the ability to collect information, continuous monitoring, regular evaluation; not propose complex, specialized indicators mainly for research purposes;

(iii) Ensure feasibility, understandability, and comparability with past data;

(iv) Ensure close correlation and directly reflect the implementation of major tasks and solutions;

(v) Be in accordance with conventions.

In case the proposed indicators do not belong to the national statistical indicator system, they must have clear definitions, concepts, and calculation methods, be in compliance with regulations, ensure accuracy, consistency, and uniformity of information and statistical data nationwide, serve well for monitoring, evaluation, and planning; ensure resources are implemented on the principles of economy and efficiency.
