The postage service discount must not exceed 50% of the most recently price in Vietnam. The above content is specified inDecree 25/2022/ ND-CP.

The postage service discount must not exceed 50% of the most recently price in Vietnam (Artwork).

According to Clause 18, Article 1 of Vietnam's Decree 25/2022/ND-CP, the regulations on Postal service sales promotion are supplemented as follows:

Doing postal service sales promotion shall comply with regulations of law on commerce. In case of discount, the discount must not exceed 50% of the most recently disclosed and announced price.

In addition, Vietnam's Decree 25/2022 also adds Article 15c on the disclosure of postage rates of postal services, specifically:

- Regulated entities:

+ Postal service suppliers;

+ Agents supplying postal services, which have the power to decide and adjust postage rates of postal services.

- Information to be disclosed:

+ Postage rates expressed in VND, inclusive of tax and extra charge;

+ Other related information (if any).

- Time of disclosure: form the date on which the enterprise or organization supplies a service.

- Methods of disclosure: in one or more methods such as posting at the service area, issuing a written notification or publishing on a website or another method which facilitates the recognition by every organization and individual.

- The disclosed postage rates must be consistent with those announced by the enterprise or organization to the postal authority.”

In addition, additional regulations on the information about postal services, senders, recipients and mails as follows:

+ Before supplying a postal service, the supplier shall provide the service user with the following information (by adopting one or more methods such as posting at the service area, issuing a written notification or publishing on a website or another method) such as service quality, service charge, principles of damage compensation, compensation level, etc.

Before using the postal service, the sender shall provide the postal service supplier with information about the sender and the recipient and information about the mail, and take legal responsibility for the legitimacy of the information provided.

If the mail is required to be accompanied by documents during its transport as prescribed by law, the sender shall provide the originals or copies of invoices, licenses, certificates or other documents certified by competent authorities.

Vietnam's Decree 25/2022/ND-CP takes effect from June 1, 2022.
