On September 9, 2024, the Office of the Central Executive Committee issued Official Dispatch 11261-CV/VPTW to announce the conclusions of the Politburo on handling the aftermath of No. 3 typhoon (YAGI).
At the meeting on September 9, 2024, after listening to a quick report from the Central Office of the Communist Party on the aftermath of No. 3 typhoon (international name YAGI), the Politburo discussed and concluded:
- No. 3 typhoon is the strongest storm in decades; it has a wide range of impact. Although the Government of Vietnam, the Prime Minister of the Government of Vietnam, various agencies, ministries and central authorities, local party committees, authorities, and the people within the storm's impact area made significant efforts in leading, directing, and organizing to combat the storm, the high-intensity winds, accompanied by heavy rain, caused severe damage to persons, property, the power transmission system, communication networks, etc., heavily affecting the ecological environment, production, and the lives of the people.
The Politburo shares with agencies, units, localities, and families that have suffered losses and damages due to No. 3 typhoon; commends the Government of Vietnam, the Prime Minister of the Government of Vietnam, ministries, central and local authorities, the people, especially the armed forces, and agencies and units responsible for meteorology, hydrology, agriculture and rural development, electricity, broadcasting, television, etc., for their great efforts in combating No. 3 typhoon.
- Currently, the impact of No. 3 typhoon continues to cause heavy rains in the coming days in the northern provinces and cities, especially in the Northwest region. There is a forecast of major floods on rivers and streams, with a high risk of flash floods and landslides in the midland and northern mountainous provinces. Continual combat against the storm's impact and mitigation of its severe aftermath is an urgent issue at present. The Politburo requests party committees, party organizations, authorities, the Vietnam Fatherland Front, armed forces, and political-social organizations at all levels to continue to concentrate efforts on mitigating the aftermath of No. 3 typhoon, paying attention to some immediate key tasks and solutions as follows:
+ Concentrate intensively, continue to implement all measures and means, especially the army, police forces, in searching, rescuing and providing assistance to those isolated or missing; deliver essential necessities directly to the people. Visit, encourage, and implement policies for families with deceased or injured members; ensure the provision and support of sufficient food, medicine, clean water, preventing hunger and cold; mobilize forces to assist people in repairing houses, cleaning the environment, preventing diseases; ensure means, logistics, and necessary conditions for forces participating in storm and rescue operations. Organize a campaign to mobilize agencies, organizations, enterprises, individuals, and the whole society to promote the tradition of solidarity, mutual support, "intact leaves cover torn leaves," to practically support and assist families and individuals affected by the storm. The Politburo agrees to assign the Party Committee of the Government of Vietnam to direct urgent procurement to mitigate the aftermath of No. 3 typhoon.
+ Proactively and actively perform the assigned tasks to address the aftermath of No. 3 typhoon, limit meetings, conferences, and unnecessary events. Focus on quickly repairing and restoring the transportation system, power grid, communication networks, schools, and hospitals. Continue to organize forces to inspect and review areas and residential zones at high risk of flooding, flash floods, and landslides to proactively relocate and evacuate people to safe places; guard and control traffic safety at fords, crossings, deeply flooded areas, and landslide-prone areas; inspect dykes, dams, bridges, and culverts, especially crucial and vulnerable points; organize water discharge operation according to procedures; be ready with forces and rescue means according to the "4 on-site motto" to proactively respond to storms and floods.
+ Continue communication efforts, updating news, guiding methods for storm, flood, landslide, and flash flood prevention, so that agencies, units, localities, and the people can proactively respond. Strengthen ensuring security and order, resolutely prevent bad elements from taking advantage of difficult situations to violate the law.
