The Police Must Respect Health and Honor of Detainees

This is an important content emphasized in Circular 81/2019/TT-BCA regarding the implementation of democracy in the temporary detention and custody execution of the People's Police force.

To be specific, the People's Police forces at detention centers and custody facilities must comply with the Constitution, the law, and the regulations of the Ministry of Public Security on the management and implementation of detention and custody. At the same time, they are required to respect and protect the life, health, honor, dignity, property, and legal rights and interests of detainees and those in custody. Furthermore, Circular 81/2019/TT-BCA strictly prohibits any acts of exploiting democracy to infringe upon the interests of the State, legal rights, and interests of organizations or individuals; obstructing the activities of judicial bodies, and the activities of management and implementation of detention and custody; violating regulations on the management and education of detainees and those held in custody.

The implementation of democracy in detention and custody aims to:

- Promote the people's right to mastership in the management and education of detainees and those held in custody; create all favorable conditions for detainees and those held in custody to fully exercise other civil rights that are not restricted or deprived by law.

- Build conformable bodies for the management and enforcement of detention and custody in the People's Police according to the law; proactively prevent, deter, and counteracts acts of corruption, negativity, bureaucracy, causing inconvenience, harassment, infringing upon the legal rights and interests of detainees, those held in custody, and agencies, organizations, individuals.
