Circular 25/2015/TT-BGDDT stipulates the physical education program within undergraduate training programs, issued by the Minister of Education and Training of Vietnam on October 14, 2015.

To be specific, pursuant to Clause 4, Article 6 of Circular 25/2015/TT-BGDDT, the head of the higher education institution shall issue the Physical Education program based on the conclusion of the Appraisal Council and the proposal of the scientific and training council.

Additionally, the Circular also provides regulations regarding the evaluation of the Physical Education program as follows:

- The head of the higher education institution shall issue a decision establishing the Appraisal Council for the Physical Education program and the necessary conditions to ensure the implementation of teaching (hereinafter referred to as the Appraisal Council). The Appraisal Council will comprise at least 03 (three) members with a Master's degree or higher in the field of physical education or sports training; members of the Drafting Team are not to participate in the Appraisal Council.

- The Appraisal Council consists of: the chairman, the secretary member, and the referee members, of which at least 02 (two) members must be external to the training institution.

- The Appraisal Council performs the assessment of the Physical Education program and the conditions ensuring quality for teaching; they conclude to either approve or disapprove the Physical Education program of the higher education institution.
