Recently, the Government of Vietnam issued Decree 10/2012/ND-CP detailing the implementation of judicial education measures at the commune, ward, and commune-level town levels for juvenile offenders in Vietnam.

Article 14 of Decree 10/2012/ND-CP stipulates that during the period of compliance with educational measures at the commune, ward, or commune-level town for juvenile offenders in Vietnam, the person under educational measures has the following rights:
- Not to be discriminated against; to be facilitated in labor, study, and living at the place of residence, to be guided in carrying out procedures for temporary absence declaration, lodging notification, residence registration, temporary residence, issuance of identity cards, medical examination and treatment, legal aid as prescribed by law. When participating in labor, the educated person shall enjoy rights and benefits under labor law and other relevant laws.
- The educated person who is illiterate or has not completed primary or lower secondary education has the right to request, and educational institutions at all levels, continuing education institutions, and vocational education institutions in the national education system are responsible for admitting the educated person for study and training.
- To be facilitated in job seeking; to be considered for support in borrowing capital from social policy banks, social funds, charitable, humanitarian funds in the locality; the educated person with special difficult circumstances, confirmed by the commune-level People's Committee where they reside, shall be considered for partial capital support for general education, vocational training, job creation, production, and business as prescribed by law
- To express their wishes and recommendations to the commune-level People's Committee, Police, social organizations, schools, and individuals assigned to supervise and educate regarding the implementation of educational measures at the commune, ward, or commune-level town.
- The educated person belonging to subjects entitled to preferential social policies according to the law shall enjoy such policies as prescribed by law.
- To be absent from the place of residence or to change the place of residence according to the provisions of Articles 10 and 11 of Decree 10/2012/ND-CP.
- To request consideration for termination of the period of compliance with educational measures at the commune, ward, or commune-level town. If conditions and standards are met as prescribed by law, consideration and decision on termination of the period of compliance with educational measures at the commune, ward, or commune-level town shall be made.
- The educated person has the right to complain and denounce violations in the implementation of educational measures at the commune, ward, or commune-level town according to the provisions of the Law on Execution of Criminal Judgments and this Decree.
