Recently, the Ministry of Public Security issued Circular 24/2013/TT-BCA stipulating physical training standards in the People's Public Security forces.
Article 8 of Circular 24/2013/TT-BCA stipulates that to enhance the physical fitness of officers and soldiers to meet the requirements and tasks of protecting national security and maintaining social order and safety, each officer and soldier of the People's Public Security Force is required to engage in physical exercise. This is both a right and a responsibility that must be fulfilled. Specifically, the Ministry of Public Security requires each officer and soldier to actively, voluntarily, and independently practice physical exercise and sports, dedicating at least 30 minutes each day to training and knowing how to play at least one sport.

The leadership of units, academies, and police schools must facilitate officers and soldiers in their training. Specifically:
- The leadership of units is responsible for directing and facilitating favorable conditions regarding time, facilities, and grounds for officers and soldiers to participate in physical exercise and training according to the standards.- Police academies and schools must integrate the content of physical training according to the standards into the curriculum of physical education subjects for students.- Units with concentrated accommodation should combine standard physical training with routine training to enhance the physical, technical, tactical capabilities, and fighting spirit of officers and soldiers within the unit.
Circular 24 stipulates that the examination of physical fitness training according to the standards is to be organized annually and can be divided into multiple sessions so that all officers and soldiers can participate in the examination. The examination time is determined by the head of the unit.
The heads of units specified in Clause 1, Article 10, based on the examination results and the recommendations of the Chief Examiner, are to make decisions recognizing the attainment of physical fitness standards for officers, soldiers, and affiliated units. Examination results are to be reported to the Ministry (through the Department of Political Work) to compile and serve the annual commendation work.
