To be specific, Article 19 of Decree 10/2012/ND-CP stipulates the responsibilities of the commune-level People's Committee in supervising and educating juvenile offenders who are subject to educational measures at the commune, ward, or commune-level town as follows:
- Propagating, disseminating the purpose, content, and significance of implementing educational measures at the commune, ward, or commune-level town for juvenile offenders to eliminate stigma and discrimination against educated individuals; encouraging agencies, organizations, individuals, and families to participate in educating and assisting the educated individual.- Receiving dossiers and directing the organization of supervision, education, and assistance for the educated individual.- Appointing individuals who meet the conditions and capabilities specified in Clause 1, Article 8 of Decree 10/2012/ND-CP to directly supervise, educate, and assist the educated individual.- Coordinating with agencies, social organizations, schools, individuals, and families in supervising and educating the educated individual.- Requiring the educated individual to fulfill all their commitments and obligations; implementing educational measures, assistance, and prevention, and intervening when the educated individual shows signs of law violations.- Directly or authorizing the Head of the commune-level Police to execute regulations regarding the educated individual's absence from their residence, change of residence as stipulated in Article 10, Article 11 of Decree 10/2012/ND-CP, and the law on residence.- Commending or preparing documentation to propose that the competent state agency rewards the educated individual for significant progress or achievements. Proposing to terminate the educational measures at the commune, ward, or commune-level town for the educated individual as regulated in Article 12 of Decree 10/2012/ND-CP.- Providing written assessments of the educated individual's compliance when they are moving to a different place.- Imposing administrative penalties or proposing competent authorities to execute administrative penalties or apply other administrative measures to the law-violating actions of the educated individual according to the law on administrative penalties.- Resolving complaints, denunciations about the implementation of educational measures at the commune, ward, or commune-level town for juvenile offenders as per the legislation on the enforcement of criminal sentences.- Periodically or upon request, conducting statistics, reporting to the competent criminal enforcement agency about the situation and results of implementing educational measures at the commune, ward, or commune-level town for juvenile offenders.- Managing, using, collecting documents, supplementing execution files, and monitoring the progress of the educated individual as stipulated in Article 7 of Decree 10/2012/ND-CP.- Allocating the commune-level budget as stipulated in the State Budget Law to implement educational measures at the commune, ward, or commune-level town for juvenile offenders.
