The People's Committee of Communes Must Monitor, Compile Statistics, and Report on Farm Economy

Individuals and household heads engaged in production and business activities in the agricultural sector (cultivation, animal husbandry, forestry, aquaculture, salt production) are responsible for declaring information about their farms according to the regulations specified in Circular 02/2020/TT-BNNPTNT on farm economic criteria.

Under Article 5 of Circular 02/2020/TT-BNNPTNT, the People's Committee at the commune level has the following responsibilities:

- Guide and disseminate farm economy criteria to individuals and household heads engaged in agricultural production and business activities within the commune;- Implement monitoring, statistics, and updates on changes related to farm owners, production land area, and types of farms;- Prepare a monitoring book on farm economy development within the commune according to the form in Appendix I issued with this Circular.

Regarding policies for reporting on the farm economy following the form in Appendix II issued with Circular 02/2020/TT-BNNPTNT:

- Annually, the People's Committee at the commune level aggregates and reports on the farm economy within the commune for the year and sends it to the People's Committee at the district level; The People's Committee at the district level aggregates and reports to the People's Committee at the provincial level (through the Department of Agriculture and Rural Development);

- Before December 19 each year, the Department of Agriculture and Rural Development aggregates and reports on the farm economy for the year within the province and sends it to the People's Committee at the provincial level and the Ministry of Agriculture and Rural Development;

- The method for sending and receiving reports and the timeframe for finalizing report data shall follow the provisions in Clause 4, Article 8, Clause 4, Article 12 of Decree 09/2019/ND-CP dated January 24, 2019 of the Government of Vietnam, which stipulates the reporting policies of state administrative agencies.

Additionally, farm owners have the following responsibilities:

- Declare information about the farm according to the form in Appendix III issued with this Circular and send it to the People's Committee at the commune level before November 15 each year; be legally responsible for the truthfulness and accuracy of the declared information;

- Organize production and business activities in accordance with the land use planning and plans within the area; comply with the legal regulations on product quality, food safety, disease safety, and environmental protection.
