Circular 40/2015/TT-BLDTBXH Regulations on professional standards, operations, and working policies of teachers instructing at elementary level issued by the Minister of Labor, Invalids and Social Affairs on October 20, 2015.

Teaching Competence of Primary-Level Educators Must Meet 9 Standards, Circular 40/2015/TT-BLDTBXH

Circular 40/2015/TT-BLDTBXH stipulates that the teaching competence criteria for primary-level educators must meet the following 9 standards:

- Standard 1: Teaching methodology proficiency and teaching experience- Standard 2: Preparation for teaching activities- Standard 3: Implementation of teaching activities- Standard 4: Assessment and evaluation of learners' academic results- Standard 5: Management of teaching records- Standard 6: Curriculum development, textbook writing, and teaching materials- Standard 7: Planning and implementing educational activities- Standard 8: Management of learners, building an educational and learning environment- Standard 9: Social activities

In addition, the Circular also stipulates the criteria for professional development competence of primary-level educators as follows:

1. Regularly observe classes, exchange teaching and educational experiences with colleagues; actively participate in teaching competitions at various levels.

2. Actively participate in training colleagues as required for the development of the faculty and professional departments.

3. Participate in training courses and continuously pursue self-study, training, and practice to improve professional expertise, skills, and professional ethics.

4. Actively innovate teaching methods to continuously enhance effectiveness in line with vocational education requirements.
