The Need to Preserve the National Citizen Identification Archive

The Ministry of Public Security issued Circular 10/2016/TT-BCA on March 03, 2016, providing specific regulations on the preservation of the citizen identity archive.

Accordingly, the preservation of citizens' identification archives is guided by Circular 10 as follows:

- Records and documents in the citizens' identification archives must be preserved in a dry, cool place, ensuring that they are not damp, moldy, and there must be measures for fire and explosion prevention, and protection against natural disasters.- The citizens' identification archives must ensure sufficient space to store all citizen identification records and documents and maintain appropriate temperature, humidity, and lighting conditions.- The citizens' identification archives must be fully equipped with technical devices and means for preserving storage records and documents.- Archive personnel promptly report to unit leaders about the condition of records, documents, and equipment of the citizens' identification archives.- The head of the unit and the Police leaders directly managing the citizens' identification archives are responsible for developing regulations and documents serving the preservation work.
