The National Assembly of Vietnam passes the Resolution on the Socio-Economic Development Plan for 2023 in Vietnam

(Chinhphu.vn) - The Resolution on the Socio-Economic Development Plan for 2023 was passed by the National Assembly of Vietnam on the afternoon of November 10, 2022, with 465 out of 466 National Assembly deputies voting in favor. The resolution stipulates continuing to prioritize maintaining macroeconomic stability, controlling inflation, promoting growth, and ensuring major economic balances. The Resolution also requires effectively controlling the COVID-19 pandemic and newly emerging diseases.

Before voting for approval, the National Assembly of Vietnam listened to Mr. Vu Hong Thanh, Chairman of the National Assembly's Economic Committee, present the Report explaining, receiving, and amending the draft Resolution on the Socio-Economic Development Plan for 2023.

Continue to prioritize maintaining macroeconomic stability in Vietnam

The Resolution clearly states the general objective: Continue to prioritize maintaining macroeconomic stability, controlling inflation, promoting growth, and ensuring major economic balances. Effectively control COVID-19 and newly emerging diseases. Promote restructuring, enhance internal capacity, self-reliance, and resilience of the economy; determinedly and effectively implement the Socio-Economic Recovery and Development Program, three national target programs; promote innovation, green growth, and digital transformation.

Implement strategic breakthroughs synchronously and effectively. Focus on building and completing institutions and policies; enhance the effectiveness and efficiency of directive execution and law enforcement; strengthen the fight against corruption, negativity, and wastage.

Improve the quality of human resources; boost the development and application of science and technology. Build a modern, synchronized infrastructure system, particularly major national key projects.

Pay attention to comprehensive and synchronous cultural development, ensure social security, improve material and spiritual life for the people, care for the lives of revolution contributors, the poor, and those in difficult circumstances with low incomes. Promote administrative reforms, restructure apparatus, streamline the workforce, creating a favorable business environment.

Tightly manage and efficiently use land and resources, protect the environment, proactively prevent natural disasters, and respond to climate change. Strengthen information and communication work to foster social consensus.

Consolidate and enhance national defense and security, firmly protect independence, sovereignty, unity, and territorial integrity; maintain political security, social order, and safety; boost foreign relations and international integration, contributing to maintaining a peaceful, stable environment, attracting external resources for development, and enhancing our country's prestige and position in the international arena.

From the general objective, specific targets have been identified: The GDP growth rate is about 6.5%. GDP per capita reaches approximately 4,400 USD. The proportion of processing and manufacturing industry in GDP is about 25.4-25.8%. The average CPI growth rate is about 4.5%. The average increase in social labor productivity is about 5-6%. The proportion of agricultural labor in total social labor is 26.2%.

The rate of trained labor reaches 68%, of which those with diplomas and certificates reach about 27.5%. The urban unemployment rate is below 4%. The poverty rate (according to multi-dimensional poverty standards) reduces by about 1-1.5%. The number of doctors per 10,000 people is about 12 doctors. The rate of participation in health insurance is 93.2% of the population. The rate of communes meeting new rural standards reaches 78%.

Key tasks and solutions

Regarding key tasks and solutions, the Resolution affirms that the National Assembly generally agrees with the tasks and solutions proposed by the Government of Vietnam, the Supreme People's Court, the Supreme People's Procuracy, the State Audit Office, and the recommendations of the National Assembly's agencies. Furthermore, it requests the Government of Vietnam and related agencies to effectively implement the main tasks and solutions: Continue to prioritize maintaining macroeconomic stability, controlling inflation, promoting growth, and ensuring major economic balances. Focus on preventing, controlling, and managing diseases. Perform well in building and perfecting institutions and enhance the effectiveness of law enforcement and order; strengthen the fight against corruption, negativity, and wastage; promote administrative reforms and improve the business investment environment.

Strongly promote substantial and effective economic restructuring associated with renewing the growth model, enhancing productivity, quality, efficiency, competitiveness, autonomy, adaptability, and resilience of the economy. Focus on developing and completing a synchronous strategic infrastructure system, particularly in transportation infrastructure, climate change response infrastructure, and digital infrastructure. Focus on environmental protection, effective land and resource management, and usage.

Pay attention to developing human resources, especially high-quality human resources associated with promoting research, development, and application of science and technology, fostering innovation, and entrepreneurship. Pay attention to comprehensive and synchronous cultural development, ensuring harmonious linkage between economic and social development; improve people's living standards and ensure social security. Maintain independence, sovereignty, unity, territorial integrity, ensuring national defense, security, political stability, and social order and safety.

Synchronously, comprehensively, and effectively deploy external relations activities, international integration, maintaining a peaceful, stable environment for national development, and enhancing Vietnam's position and reputation internationally. Promote information and communication work; enhance the effectiveness of mass mobilization, fostering social consensus.

"The National Assembly calls on compatriots, soldiers nationwide, and overseas Vietnamese to promote patriotism, solidarity, and internal strength, overcome difficulties and challenges, flexibly and effectively adapt to the context and situation of the world and the country, support recovery and development, and successfully implement the Socio-Economic Development Plan for 2023, creating favorable momentum to strive to achieve the highest objectives according to the Socio-Economic Development Plan for 2021-2025," the Resolution clearly states.
