The Ministry of Science and Technology awards a certificate of merit to the collective when meeting these standards

Article 7 Circular 16/2019/TT-BKHCN stipulates that the Certificate of Merit awarded by the Minister of Science and Technology is given to collectives with achievements and contributions in the field of science and technology of Vietnam, who exemplarily comply with the Communist Party guidelines, policies, and laws of the State, and meet one of the following criteria:

- Advising and proposing effective policies and measures to promote the development of science and technology of ministries, central authorities, and local authorities;- Effectively implementing policies, laws on science and technology management, including good management of assigned scientific and technological tasks;- Effectively managing and coordinating scientific and technological activities at ministries, central authorities, and localities, contributing to the management activities of ministries, central authorities, and the socio-economic development of localities;- Organizing scientific research, technology development with results or application of science and technology bringing high economic efficiency, contributing to production and socio-economic development;- Participating in and implementing activities to promote cooperation in science and technology, contributing to the development of science and technology in Vietnam;- Achieving outstanding results in scientific research or technology development or technology application, bringing high economic efficiency, contributing to socio-economic development;- Meeting criteria based on topics organized by the Ministry of Science and Technology;- Achieving exceptional achievements with an impact in the field of science and technology.

Moreover, rewards are implemented according to regulations in Article 3 of Decree 91/2017/ND-CP dated July 31, 2017, of the Government of Vietnam detailing the implementation of certain articles of the Law on Emulation and Commendation. Additionally, rewarding must be based on proper evaluation of achievements and results obtained by the collective.
