On May 21, 2024, the Ministry of Public Security issued Guidance 12/HD-BCA-V05 to implement Criterion No. 4 on "Urban Security and Order" according to Decision 04/2022/QD-TTg, which regulates the criteria, procedures, and processes for evaluating and recognizing civilized urban standards in Vietnam.

In implementing Decision 04/2022/QD-TTg, the Ministry of Public Security provides instructions for implementing Criterion No. 4 for districts, towns, and cities under provincial jurisdiction, as well as districts, towns, and cities under provincial and central city jurisdiction, in order to evaluate, recognize, and re-recognize their attainment of civilized urban standards.

For example, the guidance for Criterion No. 4 on Urban Security and Order for districts, towns, and cities under provincial jurisdiction that meet civilized urban standards includes the following:

(1) Agencies, enterprises, and educational institutions under the management authority at the district, town, and city level meet the standards of “order and security" as stipulated in Article 6 of Circular 124/2021/TT-BCA, including:

- Annually, the Party organization holds a dedicated or integrated resolution on ensuring security and order in the annual leadership resolutions (for places with Party organizations). Agencies and enterprises have plans to ensure security and order and register efforts to meet the standards of “order and security".

- Have regulations and provisions to protect agencies, enterprises, state secrets, internal political security, occupational safety, fire and explosion prevention, and environmental protection in accordance with practical situations and legal provisions. 100% of officials, public employees, and workers are fully aware of these regulations and provisions, along with the criteria for building agencies and enterprises that meet the standards of “order and security".

- Have at least one effective mass movement model for safeguarding national security.

- Fully implement the Party's guidelines, policies, and laws of the State, regulations, programs, and plans in coordination with the police force (if available) and local regulations on security and order.

- Prevent the following situations:

+ Propagating and promoting illegal religions and beliefs.

+ Exploiting religions, beliefs, ethnicities, disputes, and complaints that complicate security and order.

+ Inciting, instigating, coercing, enticing, bribing, or mobilizing others to gather in large numbers to protest, disrupt public security and order, or exploit complaints to propagate against the state, infringe upon the interests of the state, distort, fabricate, threaten, or insult the reputation and honor of the assigned organizations, institutions, and responsible individuals handling complaints and denunciations.

+ Engaging in illegal strikes and labor stoppages.

+ Serious crimes, if detected, should be promptly identified, and comprehensive measures should be taken to minimize the consequences, reporting them to the competent authorities for handling.

+ Violating regulations on protecting state secrets.

+ Serious fires, explosions, fatal occupational accidents, serious incidents, and violations of environmental and food safety regulations resulting in serious consequences as stipulated by law.

+ Officials, public employees, and workers who have been administratively fined for violations in the field of security and order or involved in serious social problems will be disciplined from a warning onwards.

- The security personnel of agencies and enterprises are awarded the title of "Advanced Labor Collective" or are evaluated as having "Successfully Completed Tasks" (for eligible locations to compete for titles of emulation), and no individuals are disciplined from a warning onwards.

- 70% or more of the subordinate units (departments, divisions, groups, or teams) receive the title of "Advanced Labor Collective" or are evaluated as having "Successfully Completed Tasks" (for eligible locations to compete for titles of emulation), and no individuals are disciplined from a warning onwards.

(2) Have a surveillance camera system installed on the main roads within the district, town, or city to ensure security and order, in compliance with regulations, particularly integrated with software for security and order enforcement.
