On August 07, 2024, the Ministry of Information and Communications of Vietnam issued Official Telegram 04/CD-BTTTT regarding proactive management, control of and recovery from natural disaster in the upcoming period.

Following the directives of the Prime Minister of the Government of Vietnam, the Ministry of Information and Communications (MIC) requires units to strictly adhere to the directives of the Prime Minister at Official Telegram 75/CD-TTg issued on August 04, 2024, and prioritize immediate implementation of the following tasks:

(1) Strictly implement policies on leadership duty, command duty for Natural disaster management and control, search and rescue duty, and 24/24 information rescue duty; closely monitor the evolution of disasters; promptly report the situation of network operations and communication serving the command and administration of Natural disaster management and search and rescue to the Command Committee for Natural disaster management, Search and Rescue and Civil Defense of the MIC

(2) The Department of Telecommunications:

- Act as the focal point for receiving information, summarizing the disaster evolution.

Advise the Ministry's leadership on methods for prompt directive responses.

- Direct mobile telecom enterprises to send messages to subscribers in disaster-affected areas upon the request from the Government of Vietnam, the National Committee for Natural disaster management and Control, and the National Committee for Search and Rescue.

(3) The Department of Press, the Department of Radio, Television, and Electronic Information to direct media agencies to promptly broadcast and report on disaster forecasts and warnings and directives for disaster response to local authorities and people for regular updates. Particularly emphasize broadcasting warnings to people about the risk of floods, landslides, and epidemic prevention due to floods and inundations.

(4) The Central Post Office to provide communication via mobile vehicles for delegations of the Government of Vietnam, the National Committee for Incident Response and Search and Rescue, and the National Committee for Natural disaster management and Control when required.

(5) Information and Communication Departments of provinces and cities:

- Direct provincial and city Radio and Television Stations and local radio stations to update disaster forecast bulletins from the National Center for Hydro-Meteorological Forecasting, increasing the frequency and duration of disaster forecasts to promptly inform people to proactively prevent disasters, especially in response to heavy rain, landslides, flash floods, and the evacuation of people from hazardous areas.

- Act as the focal point for directing local postal and telecom enterprises to synchronously deploy prompt response plans and meet the communication needs of the People's Committee leaders, provincial, city Command Committee for Natural Disaster Management and Search and Rescue, and local authorities to direct and operate Natural disaster management work within the locality. Enhance communication in key Natural disaster management areas of the province such as mines, reservoirs and downstream areas, particularly critical hydroelectric and irrigation reservoirs, and areas potentially affected by disasters.

- Identify communes that lost communication due to disasters to cooperate with the Department of Telecommunications in directing mobile telecom enterprises to deploy roaming between networks to ensure smooth communication for disaster response and management.

(6) Postal and Telecom enterprises:

- Focus on immediately deploying measures to ensure network communication systems' safety, serving the operational direction in response to disasters, developing information rescue plans when incidents occur.

- Telecom enterprises:

+ Reinforce all telecommunication stations, tall towers, antenna towers belonging to broadcasting stations, radio receiving stations, transmission systems, and peripheral networks that may be impacted by disasters promptly supplement backup equipment such as power sources, generators, fuel, batteries for units in areas expected to be directly affected by disasters.

+ Be ready to organize disaster warning messages to subscribers in potentially affected areas upon MIC's request.

+ Be ready to enable roaming between mobile networks when requested by MIC.

- Postal enterprises: review postal service networks, develop plans to ensure postal information security, serving operational direction in response to disasters.

- Fully equip labor safety gear for staff going on information rescue missions, ensuring field communication.

(7) Vietnam Posts and Telecommunications Group (VNPT)

- Direct member units to meet communication requirements serving the operational direction for disaster responses of Command Committee for Natural Disaster Management and Search and Rescue and local authorities.

- Enhance, supplement mobile BTS stations, and mobile information vehicles to be ready for information rescue in case of communication disruption.

(8) Viettel Group: ensure network communication safety, ensure public communication via fixed networks, mobile networks, and the Internet. Increase mobile BTS vehicles to regions at risk of mobile communication loss to be ready for rescue.

(9) MobiFone Corporation: ensure network safety, ensure public communication via mobile networks. Increase mobile BTS vehicles to regions at risk of mobile communication loss to be ready for rescue.

(10) Vietnam Maritime Communication and Electronics Company Limited (VISHIPEL):

- Actively cooperate with the National Center for Hydro-Meteorological Forecasting to promptly broadcast disaster forecast bulletins; cooperate with the Ministry of Agriculture and Rural Development to attach disaster forecast bulletins with notifications of dangerous areas and guidance, calling on vessels operating at sea to avoid dangerous areas and seek safe shelter;

- Adhere strictly to emergency rescue - urgent communication monitoring policies, particularly for fishing vessels using voice method on emergency - urgent frequencies, promptly receive and transmit information to designated recipients as required.

(11) Units continue to closely monitor disaster evolution; promptly report the operation status of postal and telecommunication networks and ensure communication; propose solutions to the Ministry of Information and Communications (Department of Telecommunications).
