The Ministry of Industry and Trade of Vietnam issues guidelines for implementing new rural criteria

Recently, the Ministry of Industry and Trade of Vietnam has issued guidelines for implementing the criteria and indicators under the field of Industry and Trade in the National Criteria for New Rural Development.

On June 3, 2024, the Ministry of Industry and Trade of Vietnam issued Decision 1327/QD-BCT guiding the implementation of criteria, indicators in the field of Industry and Trade in the National Criteria for New Rural Communes, the National Criteria for Advanced New Rural Communes, the National Criteria for New Rural Districts, and the National Criteria for Advanced New Rural Districts for the period 2021 - 2025; Specific Criteria for New Rural Districts without commune-level administrative units for the period 2021 - 2025, approved under Decision 318/QD-TTg in 2022, Decision 320/QD-TTg in 2022, and Decision 211/QD-TTg in 2024 (as per the attached Appendix).

The Ministry of Industry and Trade of Vietnam issues guidelines for implementing new rural criteria

The guidelines for determining criteria for communes, districts, district-level towns, provincial cities, and central-affiliated cities achieving new rural standards on electricity are as follows:

(1) For communes achieving new rural standards on electricity

* Criteria for communes achieving new rural standards on electricity

A commune meeting new rural standards on electricity must meet Criterion No. 4 on Electricity as follows:

- There must be an electrical system (including sources of power from the national grid or outside the national grid; distribution substations, medium voltage lines, low voltage lines, metering devices serving production, business, and the daily life of the people) ensuring the technical requirements of the electricity sector.

(Meeting technical requirements under the provisions of Decree 14/2014/ND-CP and Decree 51/2020/ND-CP; Circular 39/2015/TT-BCT; Circular 30/2019/TT-BCT; Circular 39/2020/TT-BCT; Decision 44/2006/QD-BCN; Electrical Installation Code: From 11 TCN-18-2006 to 11 TCN-21-2006. Regular monitoring, urging, inspecting, and evaluating the results of the criteria implementation by localities; Circular 39/2022/TT-BCT).

- There must be a percentage of households directly registered and using electricity regularly and safely from sources.

* Evaluation Method

- General Method

General method: Identify, update legal documents, statistical documents to evaluate. Do not conduct experiments, quality inspections of works and activities under the responsibility of the Investor and the operating management unit;

Evaluation method: Evaluate based on identification, level of confirmation of results for each content according to the implementation items of the Electricity Criterion detailed in the Evaluation Methods Table attached to Appendix I promulgated under Decision 1327/QD-BCT in 2024.

- Evaluating the electrical system to ensure it meets technical and safety requirements

The electrical system ensures it meets the technical and safety requirements of the electricity sector as specified in the Evaluation Methods Table attached to Appendix I issued with Decision 1327/QD-BCT in 2024.

- Evaluating regular electricity usage

+ For areas using the national grid: Ensure daily electricity usage, sufficient energy sources for production equipment, household activities, and lighting;

+ For areas using renewable energy sources or independent diesel stations: Ensure daily electricity usage, sufficient energy sources for household activities and lighting, with electricity supply hours ensuring more than 12 hours/day for mainland areas and more than 8 hours/day for island areas;

+ The percentage of households using electricity regularly as specified in the Appendix attached to Decision 1327/QD-BCT in 2024.

(2) Districts, district-level towns, provincial cities, central-affiliated cities achieving new rural standards on electricity

* Criteria for districts, district-level towns, provincial cities, central-affiliated cities achieving new rural standards on electricity

- Districts, district-level towns, cities meeting new rural standards on electricity: The communes within the district, district-level town, must meet the Electricity Criterion in new rural construction;

- Inter-commune electrical systems must be synchronized with communal electrical systems, consistent with planning under Decision 263/QD-TTg in 2022.

* Evaluation Method

- Medium voltage, low voltage, and substation (electrical system) projects invested inter-commune must meet the following conditions:

+ Ensure "achieved" technical, electrical safety parameters according to the Criteria in the Evaluation Methods Table attached to Appendix I issued under Decision 1327/QD-BCT in 2024;

+ Synchronized and technically compliant in operation with inter-communal electrical distribution systems according to parameters specified for electrical distribution grid systems;

- Electrical systems investment must align with planning under Decision 263/QD-TTg, ensuring sufficient electricity supply to meet the demand for household, production electricity usage, and socio-economic development of the district for the period 2021 - 2025;

- 100% of communes in the district "achieve" the Electricity Criterion as specified in the Evaluation Methods Table attached to Appendix I issued with Decision 1327/QD-BCT in 2024.
