Regarding this issue, LawNet would like to answe as follows:

The Ministry of Home Affairs issued Official Dispatch 5673/BNV-CCVC dated October 3, 2023, on training and fostering officials and public employees in 2024.

The Ministry of Home Affairs to guide the implementation of funding for training and fostering officials and public employees in 2024 in Vietnam

Specifically, funding for training and fostering officials, and public employees in 2024 is guided by the Ministry of Home Affairs as follows:

- Recommend allocating sufficient funds to implement the local plan for training and fostering officials, and public employees in 2024 and the period 2024–2026.

- Develop plans and allocate appropriate funding from support capital from the central budget, local budget, and other support sources to carry out the task of training and fostering knowledge and capacity in administrative management, in-depth socio-economic management, and transforming thinking on rural economic development for commune officials and civil servants according to regulations, meeting the requirements for building new rural areas according to the National Target Program for building new rural areas for the period 2021–2025.

- Proactively balance budget sources to support funding for officials, civil servants, and public employees assigned to participate in training and fostering to create high-quality human resources to serve the locality; proactively allocate regular and other funding sources to support female and ethnic minority officials, civil servants, and public employees assigned to participate in training and retraining according to the provisions of the law on gender equality and ethnic affairs.

- Funding for training and fostering officials, and public employees shall comply with Circular 36/2018/TT-BTC dated March 30, 2018 of the Minister of Finance guiding the preparation of estimates, management, use, and settlement of funds for the training and retraining of officials, and public employees (amended and supplemented in Circular 06/2023/TT-BTC dated January 31, 2023 of the Minister of Finance) and other provisions of law.

In addition, in training and fostering officials, and public employees in 2024, the Ministry of Home Affairs also requires localities to implement the following:

- Organize reviews and assessments and propose solutions to accelerate progress in completing the goals and tasks assigned in the Prime Minister's Decisions: Decision 163/QĐ-TTgDecision 705/QĐ-TTgDecision 1659/QĐ-TTgDecision 263/QĐ-TTg .

- Promote training for officials, and public employees according to job position requirements, integrating training content in accordance with the requirements and assigned tasks in programs, projects, and plans approved by the Prime Minister: Decision 622/QĐ-TTgDecision 1893/QĐ-TTgDecision 1847/QĐ-TTgDecision 771/QĐ-TTgDecision 749/QĐ-TTgDecision 146/QĐ-TTg.

- Proactively compile training programs and documents according to job position requirements for officials, civil servants, and public employees under management authority; Review the management and certification of training programs according to the assigned authority specified in Decree 89/2021/ND-CP; Promote the organization of remote training.

- Organize and implement quality assessment for training courses for officials, and public employees under management authority by directly evaluating, assigning tasks, or ordering independent assessment agencies to carry out assessments according to the regulations in Circular 03/2023/TT-BNV.

- Strengthen inspection and examination of the implementation of regimes, policies, and the organization of training and fostering of officials, and public employees according to authority.
