The Ministry of Home Affairs of Vietnam to adjust its Inspection Plan in which 04 inspections will not be carried out in 2024

The Ministry of Home Affairs of Vietnam to adjust its Inspection Plan in which 04 inspections will not be carried out in 2024 (Internet image) 

Regarding this matter, LawNet would like to answer as follows: 

On April 1, 2024, the Minister of Home Affairs issued Decision 236/QD-BNV on the adjustments to the 2024 Inspection Plan.

The Ministry of Home Affairs of Vietnam to adjust its Inspection Plan in which 04 inspections will not be carried out in 2024

The adjusted 2024 Inspection Plan of the Ministry of Home Affairs is issued with Decision 996/QD-BNV dated December 8, 2023, by the Minister of Home Affairs as follows:

(1) 04 inspections will not be carried out in 2024, including:

- Inspection of the implementation of regulations on the appointment of officials holding leadership and management positions; organization of the administrative apparatus in Khanh Hoa province.

- Inspection of the implementation of regulations on official recruitment; appointment of officials holding leadership and management positions; rank standards for officials holding leadership and management positions; rank promotion of officials in Vinh Long province.

- Inspection of the implementation of regulations on emulation and rewards in Thua Thien Hue province.

- Inspection of the implementation of regulations on religious affairs in Da Nang city.

(2) Timelines for carrying out 07 remaining inspections in 2024 will be adjusted as follows:

- Inspection of the implementation of regulations on job position formation and official management; ethics and communication culture of officials; prohibited activities of officials; professional rules of officials; appointment of officials holding leadership and management positions; responsibility for implementing administrative reform programs, plans, and tasks; implementation of state management assignment and decentralization in areas under the jurisdiction of the Ministry of Home Affairs in Long An province will be conducted in the second quarter of 2024.

- Inspection of the implementation of regulations on official recruitment, appointment of officials holding leadership and management positions; rank promotion of officials in Can Tho city will be conducted in the third quarter of 2024.

- Inspection of the implementation of regulations on official recruitment; appointment of officials holding leadership and management positions; grade standards for officials holding leadership and management positions; rank promotion of officials; training and development of officials in Lam Dong province will be conducted in the third quarter of 2024.

- Inspection of administrative discipline and ethics in the execution of duties; anti-corruption work at the State Organization Journal will be conducted in the third quarter of 2024.

- Inspection of the implementation of regulations on religious affairs in Lao Cai province will be conducted in the third quarter of 2024.

- Inspection of the implementation of regulations on emulation and rewards at the Ministry of Culture, Sports, and Tourism. The inspection will be conducted in the third quarter of 2024.

- Inspection of the implementation of regulations on emulation and commendation at the Vietnam Academy of Science and Technology will be conducted in the third quarter of 2024.

Purpose and requirements of the Inspection Plan

- Purpose: The inspection activities aim to detect loopholes in management mechanisms, policies, and laws in order to make recommendations to competent state agencies for solutions and measures to overcome them; prevent, detect, and handle legal violations; help agencies, organizations, and individuals comply with the regulations; promote positive factors; contribute to improving the effectiveness of the state management activities of the Ministry of Home Affairs; protect the interests of the State and the legitimate rights and interests of agencies, organizations, and individuals.

- Requirements: Effectively implement regulations on inspections, closely link with advising the Government, the Prime Minister on areas under the state management jurisdiction of the Ministry of Home Affairs. Inspection activities should be both focused and comprehensive, meeting the requirements of state management in the Home Affairs sector; strengthening state management of inspection work. Inspection activities should focus on areas prone to negative incidents and corruption, while also emphasizing the effective implementation of recommendations, conclusions, and decisions after inspections. Continue to innovate inspection methods, improve the quality and effectiveness of inspection activities, ensure the progress of inspections in accordance with regulations. Strengthen discipline, regulations, and build a team of inspectors with sufficient qualities, capabilities, reputation, and equal to the task.
