What instructions does the Ministry of Health have regarding spending on preventive health and grassroots health activities in Vietnam? – Ngoc Trang (Binh Thuan)

Regarding this issue, LawNet would like to answer as follows:
On December 14, 2023, the Ministry of Health issued Decision 4505/QD-BYT on “Guidelines for implementing spending content for preventive health and grassroots health activities under the National Target Program for New Rural Construction for the period 2021–2025.
Specifically, the Ministry of Health guides the content of spending to enhance the quality of grassroots medical network services, ensuring health care for all people; Effective prevention and control of infectious diseases under the National Target Program on building new rural areas for the period 2021–2025 (hereinafter referred to as the Program), specifically as follows:
(1) Expenditures for activities to enhance the quality of grassroots medical network services, ensuring health care for all people; effective prevention of infectious and contagious diseases
- Expenses for developing documents and training, coaching, fostering knowledge, skills, and professions, improving professional capacity for health workers, transferring technology to commune health stations, and training family medicine for commune health station staff: Follow the provisions of Clause 1 of Article 4 of Circular 55/2023/TT-BTC.
- Expenditure on information, propaganda, health education communication, dissemination of legal education on basic health care, and preventive medicine: Follow the regulations in Clause 2, Article 4 of Circular 55/2023/TT-BTC.
- Expenses for developing and printing technical processes and professional instructions; handbooks and instruction manuals; professional handbooks and other types of books; and books serving grassroots medical and preventive medical activities: Follow the provisions of Clause 3 of Article 4 of Circular 55/2023/TT-BTC.
- Expenditure on information technology application; build, manage, and update the basic medical and preventive medical database: Follow the regulations in Clause 4 of Article 4 of Circular 55/2023/TT-BTC.
- Expenses for translating and editing documents serving professional medical activities at grassroots level and preventive medicine: comply with regulations in Clause 5 of Article 4 of Circular 55/2023/TT-BTC.
- Expenses for hiring domestic experts and independent consulting organizations to serve grassroots health and preventive health activities: comply with regulations in Clause 6 of Article 4 of Circular 55/2023/TT-BTC.
- Expenses for investigation, survey, and statistics on the professional content of basic health care and preventive medicine: Follow the regulations in Clause 7 of Article 4 of Circular 55/2023/TT-BTC.
- Expenses for organizing learning and exchanging experiences at home and abroad; inspection, supervision, preliminary review, summary, and conference; Organize domestic seminars; spend on scientific research activities on preventive medicine and grassroots health: Follow the regulations in Clause 8 and Clause 9 of Article 4 of Circular 55/2023/TT-BTC.
- Expenses for transporting drugs, vaccines, goods, equipment, and supplies: Comply with regulations of Clause 10 of Article 4 of Circular 55/2023/TT-BTC.
- Expenses for hiring tour guides who are also interpreters in ethnic languages or sign languages and guides who are not also interpreters in ethnic languages or sign languages to serve grassroots medical and preventive health activities:
Follow the provisions of Clause 11 of Article 4 of Circular 55/2023/TT-BTC.
- Other related costs (if any) serving grassroots medical activities and preventive medicine shall comply with the content and corresponding expenditure level specified in Article 4 of Circular 55/2023/TT-BTC.
(2) Expenses for other medical activities under the Program
- Expenses for construction, renovation, and upgrading of infrastructure and equipment for commune health stations and district health centers within the scope of the Program: must comply with the provisions of the law on bidding, construction, management, and use of public assets and relevant legal regulations within the scope of estimates assigned by competent authorities.
- Expenses for improving the health and nutrition of women and children: Follow the regulations in Article 59 and Article 99 of Circular 55/2023/TT-BTC of the Ministry of Finance.
- Expenses for strengthening food safety management at establishments and households producing and trading food and improving household hygiene: Follow the regulations in Article 107 of Circular 55/2023/TT-BTC of the Ministry of Finance.
Decision 4505/QD-BYT takes effect from the date of signing.
