Regarding this issue, LawNet would like to answer as follows:

On October 31, 2023, the Ministry of Finance issued Decision 2353/QD-BTC on Price list for calculating registration fees for automobiles and motorcycles.

Specifically, from November 6, 2023, the price list for calculating registration fees for automobiles and motorbikes will comply with Decision 2353/QD-BTC.

At the same time, Decision 2353/QD-BTC will abolish a number of Decisions as follows:

- Decision 618/QD-BTC of 2019 of the Minister of Finance promulgating the price list for calculating registration fees for automobiles and motorbikes;

- Decision 1112/QD-BTC of 2019, Decision 2064/QD-BTC of 2019, Decision 452/QD-BTC of 2020, and Decision 1238/QD-BTC of 2020 on amending and supplementing the price list for calculating registration fees for automobiles and motorbikes issued together with Decision 618/QD-BTC of 2019.

Director General of the General Department of Taxation, Director of the Tax Policy Department, Director of the Legal Department, Chief of the Office of the Ministry of Finance, Director of the Tax Department of provinces and centrally run cities, the Directors of Tax Branches, Regional Tax Branches under the Tax Departments of provinces and cities, and relevant organizations and individuals are responsible for implementing Decision 2353/QD-BTC.

Regulations on automobile and motorcycle registration fee rates according to percentage

Clauses 4 and 5, Article 8 of Decree 10/2022/ND-CP stipulate the registration fee rates for automobiles and motorbikes according to the following percentage:

- Motorcycles: The fee is 2%.

Particularly:

+ Motorcycles of organizations and individuals in centrally run cities; provincial cities; the town where the Provincial People's Committee is headquartered pays the first registration fee at a rate of 5%.

+ For motorbikes that pay the registration fee for the second time onwards, a rate of 1% will be applied. If the property owner has declared and paid the registration fee for motorbikes of 2%, then transferred it to an organization or individual in the area specified above, then paid the registration fee at a rate of 5%.

- automobiles, trailers, or semi-trailers pulled by automobiles, or other vehicles similar to automobiles: The fee is 2%.

Particularly:

+ Passenger automobiles with 9 seats or less (including pick-up automobiles): pay the first registration fee at a rate of 10%. In case it is necessary to apply a higher fee to suit the actual conditions in each locality, the People's Council of the province or centrally run city decides to adjust the increase, but not exceeding 50% of the general revenue level prescribed at this point.

+ Pick-up automobiles automobilerying goods with a permissible transport weight of less than 950 kg and with 5 seats or less; VAN trucks with a transport weight of less than 950 kg must pay the first registration fee at a rate equal to 60% of the first registration fee.
for passenger automobiles with 9 seats or less.

+ Battery-powered electric automobiles:

++ Within 3 years from March 1, 2022: pay the first registration fee at a rate of 0%.

++ Within the next 2 years: pay the first registration fee at a rate equal to 50% of the rate for gasoline and diesel automobiles with the same number of seats.

+ The types of automobiles specified above: pay the registration fee for the 2nd time onwards at a rate of 2% and apply uniformly nationwide.

Based on the type of vehicle recorded in the Certificate of technical safety and environmental protection quality issued by the Vietnam Registry Department, Tax authorities determine registration fee rates for automobiles, trailers, or semi-trailers pulled by automobiles and other types of vehicles similar to automobiles according to regulations.

From July 1, 2023, to December 31, 2023, the first registration fee collection rate for automobiles, trailers, or semi-trailers pulled by automobiles and vehicles similar to automobiles produced and assembled domestically will be implemented according to the tax rates in Decree 41/2023/ND-CP, specifically:

The registration fee rate is equal to 50% of the rate specified in Decree 10/2022/ND-CP on registration fees; current resolutions of the People's Council or Current Decisions of the People's Committee of provinces and centrally run cities on local registration fee collection rates; and documents amending, supplementing and replacing (if any).

And from January 1, 2024 onwards: registration fee collection rates will continue to comply with the provisions of Decree 10/2022/ND-CP regulating registration fees; Current Resolutions of the People's Council or Current Decisions of the People's Committee of provinces and centrally run cities on local registration fee collection rates; and documents amending, supplementing, and replacing (if any).
