The Ministry of Finance's guidelines for the implementation of the Program on Thrift Practice and Waste Prevention in Vietnam (Internet image) 

On January 26, 2024, the Ministry of Finance of Vietnam issued Official Dispatch 1103/BTC-PC on the development and implementation of the Program on Thrift Practice and Waste Prevention.

Specifically, to effectively implement the Government's Master Program on Thrift Practice and Waste Prevention in 2024, ministries, branches, localities, and companies are requested to focus on implementing the following contents:

- Based on the Comprehensive Program on Thrift Practice and Waste Prevention for 2024, the Minister, Heads of Equivalent Ministries, Heads of Government Agencies, and Chairpersons of People's Committees of provinces and centrally-run cities shall develop the Thrift Practice and Waste Prevention Program for 2024 of their respective ministries, sectors, and localities no later than 30 days from the date the Comprehensive Program on Thrift Practice and Waste Prevention for 2024 is issued in accordance with the provisions of Decree 84/2014/ND-CP.

- The content of the Program on Thrift Practice and Waste Prevention in 2024 of ministries, branches, localities, and companies needs to ensure the following specific requirements:

+ The content of the 2024 thrift practice and waste prevention program must ensure comprehensiveness, but it also needs to have focus and emphasis; focusing on the theme "Tighten discipline; effectively manage and use State resources; reform administrative procedures; improve the investment environment, remove difficulties for production and business; enhance national competition; overcome the shortcomings and limitations that have been pointed out through the results of supervision, inspection, examination, and audit".

+ Stick to the goals and targets stated in the Government's Master Program on Thrift Practice and Waste Prevention in the period of 2021–2025 and in 2024. At the same time, it is necessary to specify the goals, savings targets, and anti-waste requirements of their level and industry; clearly identify tasks, key areas, key areas in the area, and areas of responsibility, as well as solutions and measures that need to be implemented in 2024 to achieve the set goals and savings targets.

+ Ensure coverage of all scopes and fields within the scope and management area; assign specific tasks in organizing and implementing the Program on Thrift Practice and Waste Prevention to each agency, organization, and unit under its management that clearly identify the focal agency and unit.

+ Focus on building drastic and effective solutions to complete the targets and goals set out in the Program on Thrift Practice and Waste Prevention of ministries, branches, localities, and companies to contribute to completing the targets and goals set out in the Government's Master Program on Thrift Practice and Waste Prevention in the period of 2021–2025 and in 2024.

+ Implement and disseminate the thrift practice and waste prevention program in 2024 of ministries, branches, localities, and companies to affiliated agencies, organizations, and units and post it publicly on the information portal/page of the ministry, branch, locality, or company; At the same time, send your unit's Program on Thrift Practice and Waste Prevention in 2024 to the Ministry of Finance (Ministry Inspectorate) no later than 15 days from the date of promulgation.

- Organize the implementation of the Program on Thrift Practice and Waste Prevention in 2024 of ministries, branches, localities, and companies to ensure progress, quality, and clear tasks for each unit and organization within the scope and area of management.

- Carry out the work of checking and inspecting the construction and implementation of thrift practice and waste prevention programs of ministries, branches, localities, and companies; in particular, focus on inspecting and checking the implementation of tasks, solutions, and targets on thrift practice and waste prevention set out in the Program.

The Ministry of Finance will conduct checks and inspections on the implementation and implementation of the Government's Master Program on Thrift Practice and Waste Prevention and building and implementing the Program on Thrift Practice and Waste Prevention in a number of ministries, branches, localities, and companies in 2024 according to the approved plan.

- Report on the results of implementing the Government's overall Program on Thrift Practice and Waste Prevention in 2024 and the Program on Thrift Practice and Waste Prevention in 2024 of ministries, branches, localities and companies in the Report on results of thrift practice and waste prevention in 2024 sent to the Ministry of Finance (Ministry Inspectorate) before February 28, 2025. Particularly for ministries, ministerial-level agencies, and agencies under the Government, synthesize additional results of practicing thrift and combating waste in their state management fields to send to the Ministry of Finance.

- Pursuant to the Government's overall Program on Thrift Practice and Waste Prevention, other central agencies promulgate and organize the implementation of their own programs on thrift practice and waste prevention, ensuring effective implementation.
