The Ministry of Education to guide the implementation of Project 468 in Vietnam

The Ministry of Education and Training issued Official Dispatch 5162/BGDDT-QLCL in 2023 on implementing Project 468.

Implementing Decision 468/QD-BGDDT 2023 of the Minister of Education and Training approving the Project “Developing a national wide-scale assessment system to meet the requirements of improving the quality and international integration of general education in the period 2022-2030” (referred to as the Project), the Ministry of Education and Training requests the People's Committees of provinces and centrally run cities (hereinafter referred to as Provincial People's Committees) to implement some of the following contents:

- Direct the Department of Education and Training to exploit the data and results of large-scale national assessments to advise and propose policies and solutions for local education; Coordinate relevant units to organize communication and raise awareness of the role and significance of national wide-scale assessment meeting the requirements of improving the quality of education and international integration for management staff, testing staff at all levels, and teachers and students at general education establishments, continuing education centers, vocational education centers - continuing education (hereinafter referred to as general education establishments).

- Direct the Department of Education and Training to coordinate with relevant departments, branches, and units based on the goals, tasks, and solutions of the Project to develop and submit to the Provincial People's Committee to promulgate a plan to implement the Project; Guide affiliated units to carry out the Project's tasks in accordance with the characteristics of the local socio-economic situation and units; Annually report results to the Ministry of Education and Training (through the Department of Quality Management).

- Arrange funding from local budget to implement the Project.

- Funding for implementing the Project "Developing a national wide-scale assessment system to meet the requirements of improving the quality and international integration of general education in the period 2022-2030":

+ For the contents and tasks implemented by the Ministry of Education and Training, funds will be used from the state budget allocated to the Ministry of Education and Training annually and other sponsorship sources, support from domestic and foreign organizations and individuals; socialized capital sources, legally mobilized capital sources, and other revenue sources according to the provisions of law.

+ For content and work performed by localities (including sending people to participate in training convened by the Ministry of Education and Training, spending directly on localities, spending on survey work, etc.), then apply current regulations for implementation; use funds from the local budget; sources of funding and support from domestic and foreign organizations and individuals; socialization sources; legally mobilized capital sources; and other revenue sources according to the provisions of law.

- Recommend that the Provincial People's Committee pay attention to allocating investment funds to purchase information technology equipment and necessary facilities for general education establishments in the area to organize a large-scale assessment at the national level; ensure funding from the annual state budget; and at the same time take measures to mobilize contributions from organizations and individuals to effectively implement the activities set out in the Project implementation plan.
