The Ministry of Education and Training to require stable power supply for the high school graduation exam in Vietnam 2023

Pursuant to the direction of the Prime Minister, the Ministry of Education and Training requests the Presidents of the People's Committees of the provinces/cities directly under the Central Government (collectively referred to as the provinces) to seriously grasp the implementation of Directive 17/CT-TTg dated May 29, 2023; In which, focus on implementing the following basic contents:

(1) Issuing the Directive of the Chairman of the Provincial People's Committee or advising on the issuance of the Directive of the Secretary of the Provincial Party Committee/City Party on the organization of the exam and enrollment in 2023 in the province.

(2) Establishing a Provincial Steering Committee for the 2023 High School Graduation Exam to direct relevant departments, agencies, mass organizations, and authorities at all levels to coordinate with the Department of Education and Training in preparing and well organizing the exam; Note to the Steering Committee:

- Stepping up the propaganda work, thoroughly grasp Directive 17/CT-TTg dated May 29, 2023; Directive of provincial leaders on the organization of the exam and enrollment in 2023 in the locality; and the current regulations on examination and enrollment; Note the new points in the organization of the high school graduation exam, enrollment in 2023, and some fundamental new points in the guiding documents of the Government and the provincial leaders.

- Strengthening the direction and inspection of the organization of review for candidates preparing for the high school graduation exam in 2023 at general education institutions in the province.

- Developing a plan and planning for the organization of the exam and the recruitment work in the province to ensure that the organization of the exam and enrollment is serious, honest, objective, and safe; developing contingency plans to respond to and handle unusual situations, especially backup plans for extreme weather, or the occurrence of natural disasters or epidemics.

- Directing and managing the preparation and organization of the exam to ensure strict, flexible, and effective:

+ Directing the local Department of Education and Training to carefully prepare and well organize the activities of the exam councils in the province:

++ Ensuring adequate facilities and equipment for the organization of the exam and enrollment;

++ Arranging the test scores reasonably, meeting the requirements of organizing the exam seriously and safely, creating favorable conditions for candidates to take the exam, and ensuring a timely response to unusual situations, especially extreme weather situations or the occurrence of natural disasters or epidemics;

++ Full professional training in exam organization and examination;

++ Thoroughly grasping the sense of responsibility and sense of discipline for the subjects participating in the exam organization and enrollment work.

+ Directing the relevant departments, branches, mass organizations, and authorities at all levels under their management to coordinate and support the local education sector in organizing the exam and enrollment.

In which, focus on transportation and preservation of exam papers; ensure security, order, traffic safety, and communication; stable electricity and water supply; ensure the regulations on epidemic prevention, hygiene, and food safety at all locations where the exam is held; create the most favorable conditions for candidates to take the exam safely, not to let candidates have to give up the exam because of economic difficulties, travel conditions, or the impact of the epidemic, and at the same time not to spread the disease to the community in the event of an epidemic.

(3) Strengthening the inspection, supervision, and examination of the organization of the exam, considering the recognition of high school graduation and enrollment in the province in accordance with the principle that all stages of the exam and enrollment must be inspected and checked with the main objective of preventing, promptly detecting, and handling violations (if any) to ensure the organization of the exam and enrollment is safe and honest, without any negative happenings or violations of regulations.
