Regarding this matter, LawNet would like to answer as follows:
On April 4, 2024, the Ministry of Education and Training issued Official Dispatch 1542/BGDĐT-GDTC on responding to the "Voluntary Blood Donation Day".
In accordance with Decision 43/2000/QD-TTg dated April 7, 2000, of the Prime Minister regarding the mobilization and encouragement of voluntary blood donation; based on Instruction 19/HD-BCĐQG dated February 26, 2024, of the National Steering Committee for Voluntary Blood Donation, the Ministry of Education and Training (MOET) requests the Departments of Education and Training, universities, academies, universities, and colleges of pedagogy (hereinafter referred to as the units) to implement guidance and organize activities to respond to the "Voluntary Blood Donation Day" - April 7, 2024, as follows:
(1) Organize communication activities to raise awareness among officials, teachers, staff, students, and pupils about the noble purpose and significance of participating in "blood donation to save lives". Propagate through the media of the units to encourage and motivate officials, teachers, staff, students, and pupils to participate in voluntary blood donation (VBD) regularly, emphasizing the importance of blood donation, and encouraging regular blood donation.
From April 3 to May 31, 2024, with a peak on April 7, 2024, promote the dissemination of the following contents:
- A letter from General Secretary Nguyen Phu Trong to the people, comrades, and soldiers nationwide on the occasion of Voluntary Blood Donation Day - April 7, 2020.
- Provide basic information on blood and voluntary blood donation, the importance and benefits of blood donation, regular blood donation, etc.
- Introduce images of party leaders, state leaders, ministries, central agencies, local leaders, and exemplary individuals who have actively participated in and promoted voluntary blood donation at the units.
(2) Organize voluntary blood donation sessions, integrating with activities responding to the "Month of Humanity" launched by the Vietnam Red Cross Society Central Committee, including campaigns such as "Million Steps of Compassion"; propaganda and mobilization of blood donation, organ donation, and humanitarian activities in the community, etc.
(3) Organize activities to respond to the Voluntary Blood Donation Day
- Coordinate with the provincial-level Steering Committee for Voluntary Blood Donation and local blood collection facilities to organize voluntary blood donation activities for officials, teachers, and students that are appropriate to the actual conditions, ensuring the safety of blood donors, and implementing the regulations on the rights and benefits of blood donors.
Continue to maintain and develop the pool of voluntary blood donors through the dissemination and mobilization of voluntary blood donation clubs among officials, teachers, and students.
- Promote exemplary models; honor and reward collectives and individuals who have achievements in voluntary blood donation and blood donation promotion in the units.
(4) Use the following messages on the occasion of Voluntary Blood Donation Day:
“Hiến máu an toàn - Hãy hiến thường xuyên” ("Safe blood donation - Donate regularly");
“Hiến máu cứu người - Bắt đầu từ các nhà quản lý” ("Saving lives through blood donation - Starts with managers");
“Hiến giọt máu đào - Trao đời sự sống” ("Donate a drop of blood - provide a lot of lives").
