Regarding this matter, LawNet would like to answer as follows:
On May 13, 2024, the Ministry of Education and Training issued Official Dispatch 2179/BGDĐT-KHTC on the implementation of fee collection related to education and training for the 2024–2025 academic year.
Implementing Notification 193/TB-VPCP dated May 3, 2024, on the conclusions of Deputy Prime Minister Le Minh Khai - Head of the Steering Committee for Price Management at the meeting of the Steering Committee on the results of management and control of prices in the first quarter of 2024 and the direction of price management for the remaining months of 2024 to achieve macroeconomic stability and inflation control, the Ministry of Education and Training (MOET) requests the ministries, ministerial agencies, central agencies of political - social organizations, and People's Committees of provinces and centrally-run cities to direct relevant agencies, units, and educational institutions to strictly implement the regulations on fees in the field of education and training for the 2024-2025 academic year. To be specific:
[1] Regarding tuition fees for the 2024-2025 academic year:
Implement the tuition fee levels in accordance with the provisions of Decree 97/2023/ND-CP dated December 31, 2023, amending some articles of Decree 81/2021/ND-CP dated August 27, 2021, of the Government on the mechanism for collecting and managing tuition fees for educational institutions under the national education system and policies on tuition fee exemptions, reductions, and support for study costs; and service prices related to education and training.
[2] Service charges for supporting the educational activities of public preschools and general schools in Vietnam:
The levels of service charges for supporting educational activities, in addition to tuition fees, must meet the learning needs of educational institutions and be implemented in accordance with the resolutions of the provincial People's Councils, in compliance with the actual conditions of the locality, as specified in Clause 3, Article 7 of Decree 24/2021/ND-CP dated March 23, 2021, of the Government on the management of public preschools and public primary schools.
[3] Implement policies on tuition fee exemptions, reductions, study cost support, and tuition fee payment support:
Implement policies on tuition fee exemptions, reductions, study cost support, and tuition fee payment support in accordance with the provisions of Chapter IV of Decree 81/2021/ND-CP dated August 27, 2021, of the Government. Specifically, starting from the 2024–2025 academic year, children aged 5 in preschool education, as stipulated in Clause 6, Article 15 of Decree 81/2021/ND-CP, are exempt from tuition fees (effective from September 1, 2024).
[4] Strengthen inspection, examination, supervision, and accountability to students and society regarding the collection levels and fees of educational institutions under management, in accordance with the provisions of Decree 127/2018/ND-CP dated August 21, 2018, of the Government on the responsibility for state management of education; absolutely prevent the occurrence of "excessive collection" at the beginning of the school year; direct and ensure that educational institutions carry out the mobilization, management, and use of sponsorship funds in accordance with the provisions of Circular 16/2018/TT-BGDDT dated August 3, 2018, of the Ministry of Education and Training on the regulations on sponsorship for educational institutions under the national education system; Implement transparency in commitments to education and training quality, conditions for ensuring quality, and financial revenues and expenditures in accordance with Circular 36/2017/TT-BGDDT dated December 28, 2017, of the Ministry of Education and Training on the regulations on public disclosure for educational institutions under the national education system.
[5] Regarding textbook prices and educational supplies:
According to the Law on Prices 2023 (effective from July 1, 2024), textbooks are regulated as goods in the price list determined by the State and priced at a maximum by the Ministry of Education and Training. Currently, the Ministry of Education and Training is coordinating with the Ministry of Finance and relevant agencies to study the regulations on the maximum price of textbooks to be implemented as of July 1, 2024. From now until the period before July 1, 2024, the management of textbook prices continues to be carried out in accordance with the Law on Prices 2012 and related guiding documents.
