On September 20, 2024, the Ministry of Culture, Sports and Tourism issued Official Dispatch 4040/BVHTTDL-TCCB guiding the organization of patriotic emulation movements and honors, rewards on the anniversary of major national holidays in Vietnam in 2024 and 2025.

To continue the development of emulation and commendation work, truly being a strong motivation, creating a widespread, vibrant patriotic emulation movement throughout the entire political system and all classes of people actively participating in successfully implementing the 2024, 2025 economic and social development goals and the 5-year plan 2021-2025, effectively celebrating the anniversaries and significant events of the country, the Ministry of Culture, Sports and Tourism of Vietnam requests agencies and units under the Ministry to:

- Launch key emulation campaigns from now until the end of 2025 in connection with major national anniversaries such as:

+ Celebrating the 80th anniversary of the Founding of the Vietnam People’s Army (December 22, 1944 - December 22, 2024);

+ The 70th anniversary of the Liberation of the Capital (October 10, 1954 - October 10, 2024);

+ Welcoming the Party Congresses at all levels progressing towards the 14th National Congress of the Communist Party and the 11th National Patriotic Emulation Congress;

+ Celebrating the 95th anniversary of the Founding of the Communist Party of Vietnam (February 3, 1930 - February 3, 2025);

+ The 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025);

+ The 135th anniversary of the Birth of President Ho Chi Minh (May 19, 1890 - May 19, 2025);

+ The 80th anniversary of the August Revolution and National Independence of the Socialist Republic of Vietnam (August 19, 1945 - August 19, 2025);

+ The 80th anniversary of the traditional day of the Vietnamese People’s Public Security (August 19, 1945 - August 19, 2025) to all officials and public employees, and laborers in agencies and units.

- Continue to vigorously promote key emulation movements initiated by the Prime Minister of the Government of Vietnam and the Ministry of Culture, Sports and Tourism, striving to successfully complete the political tasks of 2024, 2025 and the 5-year plan (2021 - 2025) in the spirit of the 13th National Congress of the Communist Party, ensuring practicality, effectiveness, and associating with the implementation of the urgent target tasks of the Sector.

- Through emulation movements, widely propagate to the party members, officials and public employees, laborers about the tradition of patriotism, national pride, revolutionary struggle history, achievements in the cause of national liberation, construction, and defense; propagate the guidelines and policies of the Communist Party, and the laws of the State on emulation and commendation in diverse, rich, and effective forms.

- Through emulation movements promptly identify, commend, honor, reward, build and replicate advanced models, exemplary individuals, good people, good deeds, innovative and effective methods in task performance; creating a lively emulation atmosphere among collectives, individuals with advanced models, exemplary "good people, good deeds," contributing to pushing back negative manifestations.

- Agencies and units promptly reward and submit to higher authorities for rewarding particularly outstanding collectives and individuals in emulation movements on the anniversary of major national holidays and the commemorative years, round and even years, traditional days of the Sector. Focus on rewarding advanced models, new factors, direct laborers, and producers.
