Regarding this issue, LawNet would like to answer as follows:
On December 11, 2023, the Minister of Education issued Circular 23/2023/TT-BGDDT regulating the teaching and learning of Vietnamese for ethnic minority children before entering first grade.
According to Article 5 of Circular 23/2023/TT-BGDDT, teaching and learning Vietnamese for ethnic minority children before entering first grade according to the following specific contents:
(1) Prepare yourself for first grade.
(2) Form basic learning skills.
(3) Form and develop listening and speaking abilities.
(4) Form and develop reading capacity.
(5) Form and develop writing capacity.
These contents are arranged in a scientific order, corresponding to 20 lessons, and expressed through topics and themes that are close and suitable for children in an approach to the capacity and qualities of learners (the detailed content is according to the attached Appendix).
Article 11 of Circular 23/2023/TT-BGDDT stipulates the development of teaching plans as follows:
- Duration and time: duration does not exceed 80 lessons (each lesson is 35 minutes), maximum one month; implementation time is during the summer, before children enter the first grade program. Localities and schools, depending on the actual situation, should arrange an appropriate and effective time and duration.
- Distribution of teaching time: Depending on the conditions of the classroom, teachers, children, and living conditions in each locality, the principal and the professional department make detailed plans on teaching and learning Vietnamese for ethnic minority children before entering first grade in an appropriate and effective manner.
- Based on the requirements, goals to be achieved, and detailed plans for teaching Vietnamese to ethnic minority children before entering first grade, teachers develop teaching plans to suit the actual situation and submit them to the principal for approval before implementation.
- Regarding facilities and teaching aids:
+ Location of teaching and learning at primary school: at the main school or at satellite locations of the primary school to ensure convenient travel, safety, and compatibility with children's physiology.
+ The classroom must ensure hygiene, safety, airiness, adequate lighting, appropriate tables and chairs, according to regulations, and enough clean water; a friendly space with a local culture corner; a language learning support corner;.
+ Fully equipped with teaching aids, equipment, and teaching materials to serve the teaching and learning of Vietnamese for ethnic minority children before entering first grade, ensuring effectiveness and quality.
- Regarding the teaching staff:
+ Arrange teachers to participate in teaching Vietnamese to children before entering first grade; priority is given to teachers who have good qualifications, strong skills, know the ethnic language, and understand the local and ethnic culture of the children.
+ Teachers are trained on the content and methods of teaching Vietnamese for ethnic minority children before entering first grade, and methods of teaching a second language to prepare children for Vietnamese; Children's ethnic language (mother tongue) is fostered.
- Policies for teachers and ethnic minority children to participate in teaching and learning Vietnamese before entering first grade:
+ Teachers participating in teaching Vietnamese to ethnic minority children before entering first grade are entitled to benefits according to regulations.
+ Children participating in Vietnamese language learning before entering first grade will enjoy policies for ethnic minority students in areas with difficult and especially difficult economic conditions, according to regulations.
