Regarding this issue, LawNet would like to answer as follows:

On November 15, 2023, the Ministry of Construction issued Decision 1149/QD-BXD on announcing the list of administrative procedures that receives application and returns results at the Single-Window Department of the Ministry of Construction in Vietnam

The list of administrative procedures that receives application and returns results at the Single-Window Department of the Ministry of Construction in Vietnam

Specifically, there are 38 administrative procedures to receive and return results at the One-Stop Department of the Ministry of Construction, including:

(1) Issuance of Class I construction practice certificate for the first time

(2) Issuance of adjustment to class I construction practice certificate

(3) Re-issue of Class I construction practice certificate (in case the certificate is lost or damaged)

(4) Re-issue of Class I construction practice certificate (in case of incorrect information due to the issuing agency's error)

(5) Issue adjustments and supplements to the content of Class I construction practice certificates

(6) Issuing conversion of Class I construction practice certificates to foreign individuals

(7) Issuance of renewal of practice certificates for class I construction activities

(8) Issuance of first-time construction activity capacity certificate, class I

(9) Re-issue of Class I construction capacity certificate (due to loss or damage)

(10) Re-issuance of Class I construction capacity certificate (due to incorrect information)

(11) Issuance of adjustments and supplements to the content of Class I construction capacity certificates

(12) Issuance of renewal of Class I construction capacity certificate

(13) Appraisal of Construction Investment Feasibility Study Report/Adjusted Construction Investment Feasibility Study Report.

(14) Appraisal of construction design implemented after basic design/ Construction design implemented after adjusted basic design.

(15) Recognize that socio-professional organizations are eligible to issue construction practice certificates/class II and III construction capacity certificates to their members

(16) Issuing Certificates of eligibility for technical inspection of labor safety to organizations that carry out inspection of machines, equipment, and materials with strict requirements on labor safety used in construction (including: sliding formwork system; climbing formwork system; sliding formwork steel truss system; drilling machine, pile pressing machine, specialized pile driver with hoist system; concrete pump; tower cranes; hoist machines used in construction; tunnel and underground construction machines; steel scaffolding systems, bars, combined support columns; suspended floors used to lift people used in construction)

(17) Renewal of Certificate of eligibility for technical inspection of occupational safety for organizations performing inspections of machines, equipment, and materials with strict requirements on labor safety used in construction

(18) Re-issuance of Certificate of eligibility for technical inspection of occupational safety to organizations performing inspections of machines, equipment, and materials with strict requirements on labor safety used in construction

(19) Issuing inspector certificates to individuals who carry out inspections for machines, equipment, and materials with strict requirements on labor safety used in construction

(20) Re-issuance of inspector certificates to individuals performing inspection of machines, equipment, and materials with strict requirements on labor safety used in construction

(21) Appointment and issuance of construction judicial appraiser cards at central agencies under the management of the Ministry of Construction

(22) Dismissal and revocation of construction judicial assessor cards at central agencies under the management of the Ministry of Construction

(23) Checking the acceptance of completed works by the specialized construction agency under the Ministry of specialized construction management

(24) Providing comments on the results of the construction safety assessment for specialized projects located in 02 provinces or more

(25) Giving opinions on extending the useful life of a project that has expired according to its design but needs to be used again (except for individual houses).

(26) New issuance of Certificate of registration for quality testing of construction materials and products

(27) Issuing and amending certificates of registration for quality testing of construction materials and products

(28) Re-issuance of certificates of quality testing activities for products and construction materials

(29) Issuance of Certificate of registration of activities certifying the quality of construction materials, products, and goods

(30) Issuing and amending the Certificate of registration of activities certifying the quality of construction materials and products

(31) Re-issuance of the Certificate of registration for quality certification of construction materials and products

(32) Appointing conformity assessment organizations for testing, inspection, and certification activities

(33) Changes and additions to the specified scope and fields of conformity assessment

(34) Re-issuance of the Decision appointing a conformity assessment organization

(35) Renting public housing under the management authority of the Government

(36) Renting public housing under the management authority of the Ministry of Construction

(37) Recognition of investors in housing construction projects under the authority of the Ministry of Construction (in case there are many investors in commercial housing construction projects whose investment policies are approved according to investment laws)

(38) Recognition of socio-professional organizations, research facilities, and training facilities that are qualified to conduct tests to grant architectural practice certificates

Decision 1149/QD-BXD takes effect from the date of signing and replaces Decision 615/QD-BXD dated July 15, 2022.
