The Ministry of Transport of Vietnam issued new regulations regarding the functions, duties, powers, and organizational structure of the Vietnam Road Administration.

On June 17, 2024, the Ministry of Transport of Vietnam issued Decision 739/QD-BGTVT amending, supplementing, and abolishing certain contents of Decision 1218/QD-BGTVT dated September 23, 2022 by the Minister of Transport which stipulates the functions, duties, powers, and organizational structure of the Vietnam Road Administration.

Position and function of the Vietnam Road Administration

The Vietnam Road Administration is an organization under the Ministry of Transport of Vietnam. It provides advice and assistance to the Minister of Transport in state management and law enforcement concerning road transport nationwide (excluding functions assigned to the Vietnam Expressway Administration). It organizes the implementation of public services related to road transport according to legal stipulations.

The Vietnam Road Administration has legal status, a seal with a national emblem, a private account at the State Treasury, and its headquarters are in Hanoi.

The Vietnam Road Administration's English transaction name is the Department for Roads of Vietnam (abbreviated as DRVN).

  2. Legal and Inspection Office.
  3. Planning and Investment Office.
  4. Finance Office.
  5. Road Management and Maintenance Office.
  6. Road Traffic Management and Organization Office.
  7. Transport Management, Vehicles, and Drivers Office.
  8. Office for Science, Technology, Environment, and International Cooperation.
  9. Road Construction Investment Management Sub-department.
  10. Road Management Zone I.
  11. Road Management Zone II.
  12. Road Management Zone III.
  13. Road Management Zone IV.
  14. Road Technical Center.
  15. Road Transport College.
  16. Project Management Unit 3.
  17. Project Management Unit 4.
  18. Project Management Unit 5.
  19. Project Management Unit 8.

The organizations listed from points 1 to 13 assist the Director in performing state management functions; the organizations listed from points 14 to 19 are public service units under the Administration.

The Director of the Vietnam Road Administration defines the functions and duties of the organizations listed from points 1 to 8; issues regulations for the organization and operations of the organizations listed from points 16 to 19; and proposes the Minister defines the functions, duties, powers, and organizational structure of the organizations listed from points 9 to 14.

The establishment, reorganization, dissolution, and definition of functions, duties, powers, and organizational structure of the organization listed at point 15 are carried out according to specialized legal regulations.

Leadership of the Vietnam Road Administration

  • The Vietnam Road Administration has a Director and several Deputy Directors.

The number of Deputy Directors is determined by legal regulations and the Ministry of Transport of Vietnam.

The Director of the Vietnam Road Administration is appointed, dismissed, transferred, or rotated by the Minister according to legal stipulations.

Deputy Directors of the Vietnam Road Administration are appointed, dismissed, transferred, or rotated by the Minister based on the proposal of the Director.

  • The Director of the Vietnam Road Administration is responsible to the Minister and the law for the entire operation of the Administration. The Deputy Directors are accountable to the Director and the law for their assigned responsibilities.

  • The Director of the Vietnam Road Administration appoints and dismisses leaders and managers under the Administration according to legal regulations and the Minister's decisions.
