On December 21, 2023, the Prime Minister issued Decision 30/2023/QD-TTg regulating the functions, tasks, powers, and organizational structure of the State Committee for Overseas Vietnamese under the Ministry of Foreign Affairs.

1. Position and functions of the State Committee for Overseas Vietnamese

- The State Committee for Overseas Vietnamese (hereinafter referred to as the Committee) is a general department-level agency directly under the Ministry of Foreign Affairs, assisting the Minister of Foreign Affairs in performing the function of State management of work for Vietnamese people abroad.

- The Committee has legal status, has a seal with the National Emblem, can open an account at the State Treasury according to the provisions of law, and is headquartered in Hanoi.

2. Duties and powers of the State Committee for Overseas Vietnamese

- Advise and help the Minister of Foreign Affairs submit to the Government, Prime Minister and competent agencies:

+ Law projects and draft resolutions of the National Assembly; ordinance projects and draft resolutions of the National Assembly Standing Committee; draft decrees and resolutions of the Government; draft decisions and directives of the Prime Minister on the work of Vietnamese people abroad;

+ Strategies, long-term plans, and national target programs; Action programs, schemes, and important projects of the Government on the work of Vietnamese people abroad.

- Submit to the Minister of Foreign Affairs for consideration and decision:

+ Draft circulars, decisions, directives, and other documents on the work of Vietnamese people abroad;

+ Long-term, medium-term, and annual plans for Vietnamese work abroad.

- Organize the implementation of policies, laws, strategies, plans, programs, schemes, and projects on the work of Vietnamese people abroad after being issued or approved by competent authorities.

- Provide professional guidance on the state management of overseas Vietnamese according to authority.

- Preside over research, synthesize assessments, and propose predictive and strategic issues related to the situation of the Vietnamese community abroad.

- Support and create favorable conditions for Vietnamese people abroad to stabilize their lives, integrate into the host society, preserve, and promote the cultural identity, language, and fine traditions of the Vietnamese people; Carry out national solidarity work for Vietnamese people abroad; mobilize to attract and support the development of Vietnamese resources abroad to serve national development; Organize, support, and guide Vietnamese organizations and individuals abroad in their relationships within the country; Support the innovation connection.

- Information and dissemination of the Party's policies and guidelines, the State's policies and laws, the country's situation, and international treaties that Vietnam has signed and participated in for Vietnamese people abroad.

- Carry out international cooperation related to the work of Vietnamese people abroad according to the provisions of law.

- Carry out management of social organizations related to Vietnamese people abroad according to the provisions of law.

- Carry out reward work for Vietnamese people abroad.

- Coordinate with the Ministry Inspectorate to inspect and inspect the implementation of legal regulations in the field of work for Vietnamese people abroad under their management.

- Carry out tasks on administrative reform, digital transformation, application of technology to develop e-Government, digital government, information security, and safety according to the programs and plans of the Ministry of Foreign Affairs and according to the provisions of law.

- Manage organizational structure, payroll, and job positions; implement salary regimes, training, fostering, emulation, rewards, discipline, and other regimes and policies for civil servants and employees under the management of the Committee according to the provisions of the law and decentralization of the Minister of Foreign Affairs.

- Manage finances and assigned assets and organize the implementation of the allocated state budget according to the provisions of law.

- Organize citizen reception, resolve complaints and denunciations; and prevent and combat corruption and negativity according to the provisions of the law.

-. Perform other tasks and powers as assigned or authorized by the Minister of Foreign Affairs and according to the provisions of law.

- General Research Department.

- Department of Economics, Science, and Technology.
