Regarding this issue, LawNet would like to answer as follows:
On December 15, 2023, the Government issued Resolution 217/NQ-CP at the regular Government meeting in November 2023.
Specifically, the Government requests the People's Committees of provinces and centrally run cities to focus on implementing the following key tasks:
- Proactively and actively review and seriously and effectively implement assigned tasks in Government Resolutions issued in 2023; closely monitor and grasp the situation; promptly resolve difficulties and obstacles; and promote production and business activities in the area.
- Drastically accelerate the disbursement of public investment capital, striving to ensure completion of disbursement at the highest level of the 2023 public investment capital plan assigned by the Prime Minister. Effectively implement 3 national target programs; focus on promoting investment, construction, and construction of traffic routes, especially highways passing through provinces and cities, and projects assigned by the Government.
- Implement well the policies for people with meritorious services, create jobs, ensure social security and people's lives, and promptly resolve difficulties, problems, and long-standing issues.
- Urgently and seriously deploy the arrangement of district and commune-level administrative units for the period 2023–2025 in accordance with the requirements in Conclusion 48-KL/TW of 2023 of the Politburo, Resolution 35/2023/NQ-UBTVQH15, and Resolution 117/NQ-CP of 2023.
Immediately complete the construction of job positions for cadres, civil servants, and public employees in agencies, administrative organizations, and public service units to prepare for implementing salary policy reform according to Resolution 27-NQ/TW of 2018 of the Party Central Committee.
- Closely monitor the situation of natural disasters and extreme weather phenomena to proactively deploy a timely and effective response and quickly overcome the consequences of natural disasters, ensure life safety, minimize property damage, and minimize the impact on production and people's lives. Strengthen the review and inspection of food safety, environmental sanitation, and disease prevention and control.
- Do a good job of inspection, resolving complaints and denunciations, and receiving citizens in the area, avoiding "hot spots" and causing social frustration.
- Ensure political security, social order, and safety; strictly implementing regulations on fire and explosion prevention and control; ensuring traffic safety in the area during the end of the year and the Lunar New Year of Giap Thin 2024.
Also related to the issue of implementing salary reform policy, in Resolution 217/NQ-CP, the Government also requests the Ministry of Home Affairs to preside over and guide ministries, agencies, and localities to urgently complete the development of job placement projects for their ministries, agencies, and localities to serve as a basis for implementing the new salary policy on July 1, 2024. In addition, the Ministry of Home Affairs must also coordinate with ministries and agencies to arrange public service units under ministries, ministerial-level agencies, and agencies under the Government according to the Conclusion of the Innovation Steering Committee and arrange the organizational apparatus of ministries, ministerial-level agencies, and agencies under the Government. Urgently complete the solution to connect the National Database on cadres, civil servants, and public employees with the National Population Database to authenticate and clean up information related to officials, civil servants, and public employees, completed in December 2023. Chair and coordinate with the Ministry of Public Security and the Government Office to guide criteria for recommending rewards to agencies, organizations, localities, and individuals with outstanding achievements in organizing and implementing Project 06 to prepare a preliminary review of 02 years of project implementation, completed in December 2023. |
