On June 19, 2024, the Government issued Resolution 94/NQ-CP The Action Programme of the Government to implement Resolution 43-NQ/TW dated November 24, 2023, on promoting traditions and strenthening the great national solidarity bloc for a more prosperous and happier country.

Accordingly, to successfully achieve the goals of Resolution 43-NQ/TW in 2023, the Government requires Ministers, Heads of ministerial-level agencies, agencies under the Government, and Chairpersons of the People's Committees of provinces and centrally-run cities to focus on directing the implementation of eight main tasks and solutions. To be specific:

(1) Organize the dissemination, studying, and mastering of Resolution 43-NQ/TW

The ministries, sectors, and localities will closely coordinate with party committees at the same level to promptly research, master, and implement Resolution 43-NQ/TW and the Government's Action Programme to cadres, party members, civil servants, and employees under their management. The implementation of Resolution 43-NQ/TW must be closely tied to researching, studying, and following President Ho Chi Minh's ideology on national solidarity; Conclusion 01-KL/TW dated May 18, 2021, of the Politburo on continuing to implement Directive 05-CT/TW "on promoting the study and following of Ho Chi Minh's ideology, morality, and style."

(2) Raise awareness and responsibility of state administrative agencies, authorities at all levels, and the People about the position and importance of promoting traditions and strenthening the great national solidarity bloc

Continue to thoroughly grasp President Ho Chi Minh's viewpoints and ideologies on national solidarity, the position, and importance of promoting traditions and strenthening the great national solidarity bloc in the current phase; strengthen propaganda, mobilization, and effectively utilize mass media, cultural, and artistic forms; combine propaganda, mobilization with educating about the tradition of national solidarity, the Party's and State's policies, and laws...

(3) Perfect policies on national solidarity, arouse the will and aspiration for national development

Enhance the effectiveness and efficiency of state apparatus and political system; continue to innovate the contents and methods of activities of the Vietnam Fatherland Front and political-social organizations, mass associations, mobilizing all resources for national development, focusing on the main tasks and solutions as follows: Build a modern working class that is strong in both quantity and quality, with high professional qualifications, industrial working style, labor discipline, adapting to modern industrial production; build a comprehensive, civilized peasantry class that is self-reliant, self-sufficient, with a desire to rise, build new rural areas, and rural industrialization, urbanization; develop an increasingly strong team of intellectuals, with reasonable structure, high quality; build and develop a strong team of entrepreneurs in both quantity and quality...

Strengthen education for the younger generation on revolutionary ideals, ethics, lifestyle, patriotism, national pride, nurturing dreams, ambitions, the will and aspiration to contribute, and high responsibility to society and the country...

(4) Construct and rectify the Party to be pure and strong; enhance unity within the Communist Party of Vietnam, maintain the leadership role of the Communist Party of Vietnam in the construction and promotion of tradition and the strength of national solidarity

Build a team of cadres, civil servants, especially strategic-level cadres with sufficient qualities, capabilities, and prestige to fulfill tasks; be close to the grassroots, uphold the service spirit in close attachment to the People, take work results, satisfaction, and prestige of the People as criteria for assessing the quality of cadres, civil servants, and employees...

(5) Enhance the role and effectiveness of the State in promoting traditions and strenthening the great national solidarity bloc

Continue to build and perfect the socialist rule-of-law state of Vietnam of the People, by the People, and for the People led by the Communist Party of Vietnam; build a full, timely, synchronous, unified, and effective legal system.

All activities of state agencies, cadres, civil servants, and employees must serve the People; timely solve issues directly related to People's lives and matters of public concern...

(6) Promote socialist democracy, unleash the potential and creativity of the People

Continue to build policies to unleash all potential, resources, and creativity of the People; effectively implement the Law on Grassroots Democracy Implementation; fully actualize the motto "People know, people discuss, people do, people inspect, people supervise, people benefit"; concretize the mechanism "Party leads, State manages, People own." Focus on researching and supplementing regulations on the responsibility of cadres, civil servants, employees, and workers in implementing democracy at the grassroots...

(7) Participate in innovating the content and methods of activities of the Vietnam Fatherland Front, political-social organizations; strengthen mass mobilization, mobilize all resources for national development

Coordinate in robustly innovating content and methods of activities to ensure the Vietnam Fatherland Front truly represents the political alliance and voluntary union representing the will, aspirations, legitimate rights, and interests of the People; ensure consultation, coordination, and unified action with member organizations; promote the model of self-management of residential communities, enhance the effectiveness of mediation and supervision of the People in the community; focus on fostering, guiding, and promoting the role of reputable individuals in the community...

(8) Organize practical, effective patriotic emulation movements

The Vietnam Fatherland Front and political-social organizations coordinate with authorities to propose, deploy, and maintain emulation movements, and patriotic campaigns, enhance the quality of self-managed models of the People, especially in the fields of entrepreneurship, innovation, job creation, labor, production, business, and improve quality of life.

Innovate the organization of emulation movements and patriotic campaigns towards practical, effective results, strongly oriented towards the grassroots for broader public participation...
