Regarding this matter, LawNet would like to answer as follows: 

On April 15, 2024, the Government issued Resolution 47/NQ-CP on the Government Action Program by 2030 to implement Conclusion 57-KL/TW dated June 15, 2023, of the Politburo on continuing to enhance the quality and effectiveness of foreign information work in the new situation.

The Government's Action Program by 2030 implements Conclusion 57-KL/TW dated June 15, 2023, of the Politburo on continuing to enhance the quality and effectiveness of foreign information work in the new situation in Vietnam as follows:

- The action program clearly demonstrates the objectives, tasks, and solutions of the Government in the new situation, specifying the guiding principles stated in Conclusion 57-KL/TW. It serves as a basis for 100% of ministries, ministerial agencies, government agencies, and People's Committees of provinces and centrally-run cities to develop action programs and plans for each ministry, agency, and locality according to their assigned functions and tasks and to organize their implementation in a coherent and effective manner.

- Create unity in the implementation of foreign information work in the new phase, have a clear understanding of the role and position of foreign information work as an important part of the Party's political, ideological, and diplomacy, the state's diplomacy, and people's diplomacy. Link the implementation of foreign information work with the strategic goals and tasks for the country's development set forth in Resolution XIII of the Party, with a focus on goals and solutions to contribute to the successful achievement of the targets by 2025, 2030, and the vision by 2045.

The implementation of foreign information work is a political task and the responsibility of the leaders of ministries, central authorities, localities, and related agencies.

- The tasks and solutions for foreign information work in the new phase need to strive for innovation and creativity. Consider cyberspace as a new space for foreign information work, in which the application of science, technology, and digital transformation is used to innovate the methods of foreign information work and create breakthrough efficiency.

- In the coming phase, foreign information work needs to achieve clearer results, promote the increase in the country's ranking in reputable global rankings, and be in line with Vietnam's interests to consolidate and enhance Vietnam's reputation, position, and image in the world.

- Strengthen proactiveness and coordination in foreign information work among ministries, committees, central authorities, and localities, and enhance the leading role of state management in foreign information, to enhance the effectiveness of foreign information work; ensure a close connection between internal and external information; and between the Party's external work, state's diplomacy, and people's diplomacy in foreign information activities.

- The state ensures resources and invests with priority, focusing on strengthening capacity for the specialized and main force personnel to carry out foreign information tasks; mobilizing social resources in the implementation of foreign information activities; and ensuring proactive, directionally correct, and practically effective foreign information activities.
