On April 1, 2024, the General Department of Taxation issued Official Dispatch 1318/TCT-VP on the delegation of management authority and the reception and handling of petitions on the National Public Service Portal.

Specifically, the handling of petitions from businesses and individuals on the petition system - the National Public Service Portal.

Promotion of digitization in the handling and posting of petitions on the National Public Service Portal from central to local levels. The General Department of Taxation shall notify the Departments of Taxation of provinces and centrally-run cities and the relevant Authorities/Departments/Units within the General Department of Taxation as follows:

(1) Regarding the delegation of authority and the reception and handling of petitions on the National Public Service Portal:

Currently, the General Department of Taxation has completed the construction of a system of local Sub-Departments of Taxation under the Departments of Taxation on the national database system - the National Public Service Portal. Therefore, the Departments of Taxation of provinces and centrally-run cities are requested to proactively delegate authority to the Sub-Departments of Taxation/local Sub-Departments of Taxation in order to carry out the reception and handling of petitions on the National Public Service Portal at the Sub-Departments of Taxation/local Sub-Departments of Taxation.

At the same time, the IT Department is requested to delegate the reception and handling of petitions to the relevant Authorities/Departments/Units under the General Department of Taxation so that they can receive and handle petitions within their jurisdiction electronically. The Office shall send the list amended as per the request of the Authorities/Departments/Units.

If there are any changes in the focal points responsible for reception and handling of petitions, the Departments of Taxation of provinces and centrally-run cities and the Authorities/Departments/Units under the General Department of Taxation are requested to inform the General Department of Taxation (Office) before March 30, 2024, so that the IT Department can make the necessary adjustments.

(2) Regarding the implementation guidelines:

The General Department of Taxation has already sent the implementation guidelines for local officials to delegate authority to the Sub-Departments of Taxation/local Sub-Departments of Taxation and the implementation guidelines for officials directly carrying out the reception and handling of petitions on the National Public Service Portal at the local level, along with Official Dispatch 33/TCT-VP dated January 6, 2023. The local Departments of Taxation are requested to forward these documents to the Departments of Taxation/local Sub-Departments of Taxation for study and use.
