The Fire Prevention and Fighting Police Are Prohibited from Doing These Things

Recently, the Minister of Public Security officially signed and promulgated Circular 18/2020/TT-BCA stipulating the implementation of democracy in fire prevention, fighting, and rescue operations by the People's Public Security forces.

In order to promote the people's right to mastery; mobilize agencies, organizations, and individuals to actively participate in fire prevention, firefighting, rescue, and relief work according to the motto: “the people know, the people discuss, the people do, the people inspect and supervise” in accordance with the law. Circular 18/2020/TT-BCA stipulates that from April 06, 2020, officers and soldiers of the Fire Prevention and Fighting Police and officers and soldiers of the People's Police assigned to perform fire prevention, firefighting, rescue, and relief tasks are not allowed to do the following:

- Exploit the name of the task, the execution of duties to harass, cause trouble, violate the legitimate rights and interests of agencies, organizations, and individuals.

- Accept money, gifts, or other benefits to handle procedures related to fire prevention, firefighting, rescue, and relief.

- Arbitrarily set additional procedures, documents, or collect extra fees beyond the regulations.

- Display a domineering, harassing attitude, causing difficulties and troubles for agencies, organizations, and individuals while performing duties.

- Receive citizens for fire prevention, firefighting, rescue, and relief procedures at private residences or at locations other than prescribed locations.

- Engage in actions contrary to the law and the Ministry of Public Security’s regulations.

Additionally, Circular 18/2020/TT-BCA also stipulates that officers and soldiers of the People's Police and Fire Prevention and Fighting Police when working at agencies or performing duties, contacting agencies, organizations, and individuals must strictly adhere to the Discipline and Code of Conduct for officers and soldiers of the People's Police; when going to work or contacting agencies, organizations, and individuals must have official correspondence or a work introduction letter from the unit.

Moreover, when contacting and working with agencies, organizations, and individuals, officers and soldiers of the Police, Fire Prevention and Fighting Police must follow the plan and content approved by the unit leaders and strictly adhere to the working procedures; have a sense of responsibility, integrity, honesty, objectivity, modesty, and listen to the opinions and recommendations of agencies, organizations, and individuals. When the work is completed, a written report on the results must be submitted to the competent authority.
