Recently, the Ministry of Education and Training of Vietnam has issued Circular No. 62/2012/TT-BGDĐT promulgating the Regulation on the process and frequency of education quality assessment of universities, colleges, and vocational high schools.
According to Article 34 of the Regulation on the process and frequency of education quality assessment of universities, colleges, and vocational high schools enclosed with Circular No. 62/2012/TT-BGDĐT of the Ministry of Education and Training of Vietnam, the education quality assessment organizations shall:
- Carry out the external assessment, and certify that the educational institutions meet the education quality standards as prescribed in Chapter III, IV, and V of this Regulation.
- Send reports to the Ministry of Education and Training annually on the results of the education quality assessment; facilitate the inspection, supervision, and assessment from competent agencies.
Moreover, the budget of the educational institution for the education quality assessment includes the sources funded by the State budget and the sources outside the State budget. The receipts and spending must comply with the regulations issued by competent agencies (applicable to the receipts and spending belonging to the State budget) and the regulations on internal spending of the educational institution (applicable to the receipts and expenses outside the State budget).
Concurrently, annually, the educational institutions shall make budget estimates for the education quality assessment activities. Educational institutions may receive lawful sponsorships from Vietnamese and foreign organizations and individuals to serve the activities related to the education quality assessment and assurance.
