Recently, the Minister of Agriculture and Rural Development signed and promulgated Circular 29/2019/TT-BNNPTNT stipulating the handling of wildlife as exhibits, evidence; wildlife voluntarily handed over to the State by organizations and individuals.
In Article 5 of Circular 29/2019/TT-BNNPTNT detailing the documentation for the receipt of wildlife being administrative violation evidence transferred according to the plan for handling assets with state ownership rights established. To be specific:

- Original approved plan for handling assets with state ownership rights established in accordance with regulations governing the management and use of public assets;
- Original minutes following Sample No. 03-BBCG issued with Decree 29/2018/ND-CP dated March 5, 2018, of the Government of Vietnam, which stipulates the order and procedures for establishing state ownership rights over assets and handling those assets. Supplement information on scientific names, endangered, rare, or common groups in the column "asset name"; and on the weight and gender of wild animals in the "quality status" column.
This circular designates agencies and units to receive wildlife as administrative violation evidence transferred according to the plan for handling assets with state ownership rights established as follows:
- The local Forest Protection Department receives endangered, rare, and precious wildlife transferred according to the approved plan for handling assets with state ownership rights established by authorities at the district or commune level on the decision to confiscate within the jurisdiction;
- The provincial-level Forest Protection Department receives endangered, rare, and precious wildlife transferred according to the approved plan for handling assets with state ownership rights established by authorities at the provincial or central level on the decision to confiscate within the jurisdiction;
- Wildlife rescue facilities, zoological gardens, scientific research institutions, environmental education facilities, specialized museums, and special-use forest management boards with animal rescue facilities receive wildlife transferred according to the plan for handling assets with state ownership rights established.
The receiving agency or unit is responsible for handling the wildlife after receipt according to the plan for handling assets with state ownership rights established as regulated in Chapter III of Circular 29/2019/TT-BNNPTNT.
