The criteria for awarding the Diploma of Merit of the Prime Minister of Vietnam according to the new draft

This is one of the notable contents considered in the 2 Draft of the Law on Emulation and Commendation in Vietnam.

The Prime Minister of Vietnam awards Diplomas of Merit to individuals and collectives meeting the criteria stipulated in Article 72 of the Draft Law on Emulation and Commendation as follows:

- The “Diploma of Merit of the Prime Minister of Vietnam” shall be awarded or posthumously awarded to individuals who comply with the guidelines of the CPV and policies and laws of the State in a good manner and satisfy at least one of the following criteria:

+ Have outstanding achievements reviewed in emulation movements;

+ Have been awarded the Diploma of Merit of the Ministry, central authority, and provincial/municipal People's Committee and recognized for excellent completion of tasks for at least 5 consecutive years, within such time, have the title of “Grassroots-Level Emulation Fighter” 3 times or the quality graded as "excellent completion of tasks" 2 times;

+ Achieve sudden accomplishments in labor, study, work with influential scope, and set examples in the field under Ministries, central authorities, and provincial/municipal People's Committees, or achieve sudden accomplishments, receiving high awards in the region;

- The “Diploma of Merit of the Prime Minister of Vietnam” shall be awarded or posthumously awarded to workers, farmers, and laborers who comply with the guidelines of the CPV and policies and laws of the State in a good manner and satisfy at least one of the following criteria:

+ Achieve irregularly outstanding achievements in labor and production with a scope of influence within the district;

+ Regarding workers, have initiatives that bring high values and realistic benefits with a scope of influence at the district level, have contributions to the training and advanced training, and assist colleagues in improving professional capacity and skills;

+ Regarding farmers, have effective production models that are stable for at least 2 years, assisting many farmer households in economic development and creating jobs for laborers;

+ Regarding businessmen, achieve multiple accomplishments and provide great contributions to the development of the district or equivalent, or sector recognized by ministries and provincial authorities.

The “Diploma of Merit of the Prime Minister of Vietnam” is awarded to collectives that comply with the guidelines of the CPV and policies and laws of the State in a good manner, have internal unification, and satisfy at least one of the following criteria:

+ Have irregularly outstanding achievements with a scope of influence in Ministries, central authorities, and provincial/municipal People's Committees;

+ Have outstanding achievements reviewed in the emulation movements;

+ Have outstanding achievements reviewed in the emulation movements held by the Central Emulation and Commendation Council or Ministries, central authorities, and provincial/municipal People's Committees during the preliminary or summary period of 3 years or more;

+ Have been awarded the Diplomas of Merit of Ministries, central authorities, and provincial/municipal People's Committees and recognized for excellent completion of tasks for at least 5 consecutive years, within such time, have the Emulation Flag of Ministries, central authorities, and provincial/municipal People's Committees once or Diplomas of Merit of Ministries, central authorities, and provincial/municipal People's Committees twice.

- The “Diploma of Merit of the Prime Minister of Vietnam” is also awarded to families that comply with the guidelines of the CPV and policies and laws of the State in a good manner; provide great contributions in terms of labor, land, and assets to the local area and society.
