Circular 04/2015/TT-BTP stipulates that the Council for Evaluating Probationary Notarial Practice Results (hereinafter referred to as the Evaluation Council) is established by decision of the Minister of Justice. The Evaluation Council is authorized to use the seal of the Ministry of Justice to perform its duties in accordance with this Circular.

Specifically: The Evaluation Council consists of 09 (nine) members, including the following:

- The Deputy Minister of Justice in charge of notarization serves as the Chairperson of the Council;- The Director or Deputy Director of the Judicial Assistance Department and the Dean of the department that trains notaries of the Judicial Academy are members;- Other members are reputable and experienced notaries recommended by the professional-social organization of notaries or the Director of the Judicial Assistance Department.

Additionally, the Evaluation Council is supported by the Secretariat, the Examination Committee, the Supervisory Committee, the Coding Committee, the Grading Committee, and the Re-Evaluation Committee (hereinafter referred to as the Committees of the Evaluation Council). Members of the Examination Committee, the Grading Committee, and the Re-Evaluation Committee must include practicing notaries.

Moreover, the Circular also outlines the duties and powers of the Evaluation Council as follows:

- Develop the evaluation plan for approval by the Minister of Justice.- Establish the Committees of the Evaluation Council according to the regulations of this Circular.- Issue the rules for the evaluation period.- Decide and announce the list of candidates, the evaluation time and location to the Departments of Justice having candidates, no later than fifteen days before the evaluation date.- Organize the evaluation, grade the tests, and re-evaluate the tests as stipulated by this Circular.- Report to and be accountable to the Minister of Justice for the organization and results of the evaluation.
