Circular 62/2017/TT-BTC has been issued by the Ministry of Finance stipulating the rates of collection, policies for collection, payment, management, and use of the fee for confirming the eligibility for environmental protection in the import of scrap materials for production purposes.
According to Circular 62, organizations that collect fees for the Environmental Protection (EP) related to importing waste materials must allocate a portion to the state budget, with the allocation rates defined as follows:
- The fee-collecting organization is allowed to retain 90% of the total collected fees for the purpose of providing services, collecting fees, and submitting 10% to the state budget.- The retained fees are managed and used in accordance with Article 5 of Decree 120/2016/ND-CP; these include other expenses related to performing work, services, and fee collection, covering costs such as on-site inspections, consultation fees for members of the inspection team, environmental monitoring, and sample analysis to support permit validation.- In cases where the fee-collecting organization is a government agency not categorized under operational cost quotas from fee revenues, 100% of the collected fees must be submitted to the state budget.
