The Contest of Culture and Arts for Vocational School Students Organized by Which Authority?

This is the regulation mentioned in Circular 16/2013/TT-BLDTBXH regarding the organization of cultural and artistic activities for students in vocational training institutions.

Contests or festivals, cultural and artistic performances in the form of competitions with various scales and levels at vocational training institutions (hereinafter collectively referred to as Competitions) organized by competent authorities at different levels, are specifically regulated in Article 6 of Circular 16/2013/TT-BLDTBXH as follows:

- Institutional-level Competitions are organized annually by vocational training institutions to build and maintain the cultural and artistic movement within the institutions; select teams to participate in provincial-level Competitions.- Provincial-level Competitions (hereinafter collectively referred to as Provincial Competitions) are organized biennially by the Department of Labor - Invalids and Social Affairs for students from vocational training institutions located in the province to select individuals and groups of students from vocational training institutions to participate in the national-level Competitions.- National-level Competitions are organized triennially by the General Department of Vocational Training. Individuals and groups that have participated in Provincial Competitions within the period between two national-level Competitions and achieved high results (First, Second, Third prizes, and Consolation prizes) are eligible to participate in the national-level Competitions.- Non-periodic Competitions are organized by the managing authorities of vocational training institutions at various levels or political organizations, socio-political organizations, social organizations, and professional social organizations, launched and organized for students in vocational training institutions to meet specific political tasks and requirements at certain times.
