Article 21 of Circular 24/2014/TT-BQP stipulates the authority to summon and organize national defense and security knowledge training in the Vietnam People's Army as follows:

- The Chief of the General Staff, Director of the General Department of Politics, the heads of the general departments, Director General of General Department II; Commanders of the military regions, services, Border Defense Force, corps, army corps, and President Ho Chi Minh Mausoleum Protection Command, Coast Guard Command; heads of schools, hospitals, institutes, centers, enterprises, and equivalent entities under the Ministry of National Defense, and Commander of the Hanoi Capital Command, shall decide to summon and organize QP-AN knowledge training for the subjects specified in Clause 1, Article 20 of Circular 24/2014/TT-BQP.

- Heads of the departments under the Ministry of National Defense, the General Staff, General Department of Politics, and the general departments; heads of advisory bodies, department heads under the military regions, services, corps, army corps, President Ho Chi Minh Mausoleum Protection Command, Coast Guard Command; heads of schools, hospitals, institutes, centers, enterprises, and equivalent entities under the Ministry of National Defense, military regions, services, corps, army corps; Naval Region Commander, Deputy Commander - Chief of Staff of Hanoi Capital Command, Commander of the Ho Chi Minh City Command, Provincial Military Command Chief, and division commander or equivalent entities shall decide to summon and organize QP-AN knowledge training for the subjects specified in Clauses 2, 3, Article 20 of Circular 24/2014/TT-BQP.

- Brigade commanders, district military command chiefs, and regiment commanders or equivalent entities shall decide to summon and organize QP-AN knowledge training for the subjects specified in Clause 3, Article 20 of Circular 24/2014/TT-BQP.
